Rental of interpretation services for the European Committee of the Regions (CoR) Political Groups (PGs) Bureaux and Groups meetings between 9-10 October and 28-29 November 2023.

The purpose of this call for tenders is to enable CoR departments to have at their disposal a framework contract for the provision of scientific, legal, documentary and editorial assistance services for CoR bodies, members, rapporteurs and departments. This request for services entrusted to external experts is one of the measures taken to provide members with better services in order to strengthen and enhance the CoR's consultative work within the framework of the legislative process.

The CoR wishes to conclude a direct contract which will have as its object the provision of interpreting service for the period May 2023 to July 2023 included.

Cleaning services and waste management within the buildings of the contracting authority with an obligation of result.

This request for services entrusted to external experts is one of the measures taken to provide members with better services in order to strengthen and enhance the CoR's political and consultative work within and beyond the framework of the legislative process.

The Contracting Authority uses the negotiated procedure under Point 11.1 (e) of Annex I to the Financial Regulation to increase the ceiling of CDR-COM-45-2019-1 (originally 6 MEUR) with 50 % of contract value, equivalent to 3 MEUR.

The subject of the call for tender is an interinstitutional multiple framework service contract for the rental of a voting system with technical assistance for face to face, hybrid and remote meetings together with technical assistance. It will be used: • for the contracting authorities' plenary sessions a total of fifteen plenary sessions (9 EESC, 6 CoR) are equally dispersed over one year, with the exception of the month of August during which no session takes place; • for other statutory meetings of the contracting authorities requiring voting facilities, such as CoR's Commission meetings; • for other exceptional events during the whole period of the framework contract.

The purpose of this framework contract is the provision of omnium maintenance for equipment giving access to facades and roofs. In addition to maintenance services, the contract also includes technical assistance, training, supplies and specific services.
