The objective of the contract is to create a handbook on cross-border energy communities. The handbook will serve as a tool for citizens, citizens’ organisations and local actors – such as local authorities and NGOs – that wish to exploit the benefits of cross-border cooperation in (renewable) energy generation, supply, storage, aggregation, distribution, and consumption by establishing cross-border energy communities across the European territory. The handbook will provide a step-by-step methodology on how to set-up cross-border energy communities and develop their activities. The handbook will also provide recommendations on how to overcome legal, administrative, governance and management obstacles that may arise given the specific cross-border context and disseminate good practices.

The purpose of this call for tenders is to produce labour market analysis of regional labour markets in a cross-border perspective. This is to say looking at cross-border regions as a whole instead of the sum of two separate parts. Production of such analysis must include assessment of different sources of regional labour market data and the possibilities to use data sources from different countries in a comparable manner.

The aim of the contract is to assist unit REGIO.D.2 and the Border Focal Point in engaging more widely with border stakeholders. It procures the help from a communication and cross-border cooperation expert/team to manage and develop the communication activities of the Border Focal Point, particularly by using the Border Focal Point Network platform hosted on Futurium and through the organization of the ‘Beyond Borders: Breakfast Debates’ (‘the Debates’) series, as well as to promote border stakeholders’ involvement in the platform via short videos, social media and other communication activities.

The study aims at improving the tools at the disposal of public authorities and other stakeholders, in order to maximize their risk management capabilities, in a cross-border context. It should provide a comprehensive inventory of the risks defined below along EU borders and of the existing tools to manage those risks. From these inventories or mappings, gaps should be identified, and recommendations formulated on how to address those gaps at all relevant levels of government. The study should also identify good practices that can be used to promote further work and investments in an effective risk management in cross-border territories.
