Poor working and living conditions of seasonal and migrant workers was identified in 2020 as a matter that required further information and therefore a study was requested and introduced in the 2021-2025 plan. In the meantime, the political agreement on the CAP 2023-2027 has included a system of social conditionality, along with an undertaking, via a so-called ‘rendez-vous clause’, to carry out a study to monitor the impact of the new social conditionality mechanism after the first 2 years of its application by all Member States (i.e., in 2027), and to assess if the mechanism has had a positive impact on workers’ conditions, with a view to including other relevant provisions in the same mechanism.

The overall aim of the study is to provide a sound and comprehensive analysis of the main impacts of sectoral developments (agricultural, forestry, energy, nature conservation, urban sprawl, climate action, mining, etc.) on land use in the EU’s rural areas and to identify recommendations to foster the optimal development of land use planning to promote sustainable farming and other economic activities. The study will include an overall analysis of the evolution on land use at the European level with its historical evolution, current state of play and prospects.

Easy access to information is a condition for the efficient operation of markets, and the agri-food market is no exception. Besides the production and dissemination of information by the private sector, the EU legislator has deemed it necessary for the public sector to gather and disseminate information to market participants on prices and volumes for different sectors in the food supply chain (FSC). Agricultural producers and small and medium-sized operators can be at a significant disadvantage to larger operators in the FSC, be it due to structural reasons or simply due to the fact that acquiring information can be costly. The Agricultural Markets Task Force report of 2016 ascertains that the asymmetry of information in the food supply chain creates mistrust in relation to price transmission and the distribution of value added. This low trust implies higher transaction cost for all operators of the chain, to the detriment of all, including farmers and consumers.
