DSB needs assistance in connection with a new system for emergency and preparedness communication, with the working title "new emergency network", which will replace the current TETRA-based Emergency Network. It has been decided to initiate a preliminary project, and in connection with this we are in need of an external preliminary project manager.

The Norwegian Directorate for Civil Protection [Direktoratet for samfunnssikkerhet og beredskap (DSB)] has established the Fire and Rescue School [Brann- og redningsskolen (BRSK)], where all training for fire and rescue personnel in Norway will be unified. BRSK is a school that offers both vocational education and courses/training. As a result of the establishment of a joint organisation that will deliver educational services both related to vocational education and to course activities, good solutions for digital interaction and support for administration, operations and teaching are necessary. The contract concerns both digital solutions for school administration (administration of vocational and course activities) and digital solutions for school year planning, as well as training and user support for case managers and administrators in the offered digital solutions. The contracting authority would like to enter into a contract with one tenderer for the entire delivery. See the attached documents for further information.

The Overall Aim Of The Procurement Is To Ensure That Dsb Has A Framework Agreement For Consultancy That Can Be Used For A Joint Tool For Crisis Management For The Entities Mentioned In The Tender Documentation Points 1.1 And 1.2, Including: - Facilitate Preparedness Planning Before A Crisis - Provide Good Decision Support For The Entities During A Crisis - Logging Of Events, Messages, Decisions, Resource Allocations, Measures And Assignments - Facilitate Information Sharing And A Joint Understanding Of The Situation - Ensure Notoriety In And After A Crisis

A framework agreement shall be entered into with one provider for the purchase of licence administration assistance, including LSP services (Licencing Solution Partner) and CSP services (Cloud Solution Provider). The framework agreement includes providing assistance to the contracting authority with the administration of licences and systems from Microsoft, as well as licences from other providers such as Atlassian, Veeam, Adobe etc. The agreement also includes the administration of software/licences from other providers that the contracting authority has or will procure during the agreement period. Included in the framework agreement is assistance to the contracting authority in safeguarding MS Azure and MS 365. DSB will enter into this agreement on behalf of the entities mentioned in the tender documentation's point 1.1 and 1.2. DSB is responsible for announcing the procurement and the signing and follow-up of the contract. Each entity has, however, independent responsibility for their orders and procurements based on the contract.

The aim of the procurement is to cover the contracting authority's need for the delivery of lanterns and lighting equipment, primarily for use by the Civil Defence and in DSB's international assignments. The framework agrement will be temporarily signed for all of DSB's activities.

Invitation to tender for a framework agreement for promotional and gift articles. The agreement shall be valid from 01.04.2023. The agreement shall be entered for DSB [the Norwegian Directorate for Civil Protection] and Valgdirektoratet [the Norwegian Directorate of Elections].

The framework agreement is for the procurement of a diesel purifying system for use in international efforts and the otherwise in the entity as required.

The framework agreement covers the purchase of consulting services for financial advice and financial management, primarily for the Department for public safety communications (Norwegian abbreviation: NBK) in Oslo. However, the agreement can be entered by the entire organisation in accordance with requirements.

Client’ aim with the procurement is to cover their need for maintenance and development of DSB’s websites. A contract will be entered into with one supplier for both of these services.
