1. Aim of the procurement procedure Initial situation The Brandenburg State Parliament is the parliament of the state of Brandenburg with its headquarters in the state capital Potsdam. The State Parliament Administration (LTV) ensures the functionality and ability of the state parliament to act. To this end, it is planning to introduce electronic file management and process processing. As part of a preliminary project ("needs analysis"), the e-file application scenarios relevant to the LTV were determined. The LTV is not subject to the e-government law of the state of Brandenburg and is free to choose the system to be introduced. Notwithstanding this, the LTV is testing the Doxis4 system from the provider Ser, which is used for the Brandenburg e-file state standard. Individual aspects of this test and the associated services are the subject of this service description. Subject of the procurement procedure The subject or aim of the procurement procedure is to deal with open issues as part of the test of the Doxis4 system from the provider Ser. The topics will be dealt with primarily in the form of workshops. - Lot 1: Authentication using AD-coupling (SSO) and authorization management using access rules in Doxis4 (in short: Lot 1 - Access and access control) - Lot 2: Design of processes with Doxis4 (in short: Lot 2 - Processes) The following applies to both lots: The focus should be on the practical implementation of access and access control (lot 1) and processes (lot 2) within the Doxis4 test installation operated by LTV. Accordingly, theoretical knowledge transfer is part of the service provision, but this must always be based on concrete examples or be related to them. Expected results Lot 1 - Access and access control - Practical coupling of the Doxis4 test system with the Active Directory of the Brandenburg State Parliament and implementation of single sign-on - Exemplary implementation of descriptor-based access rules within the Doxis4 test system of the LTV - Development of regulatory content for the authorization and entitlement concept to be created - For details, see the "Description of the lots" section Lot 2 - Processes - Example processes modeled in Doxis4 are created (partly structured, partly ad hoc), which can be used as a blueprint for further processes in the further course of the e-file introduction project. - The example process shows the range of Doxis4 functions. - Specification and, if necessary, expansion of the technical concept for the general administrative act and derivation of corresponding regulations for the detailed concept - For details, see the "Description of the lots" section Scope of services of the lots Type of service Lot 1 - Access and access control Lot 2 - General processes: Conception and planning - Creation of a planning document - Development of conceptual regulations (authorization concept - Development of conceptual regulations (technical concept and detailed concept) Workshop implementation - Preparation and follow-up - Moderation - Transfer of specialist knowledge Installation, configuration and administration services - In the course of executing the order, installation services (in particular Doxis4 orgatransmitters) as well as other administration and configuration services may be required. - In the course of executing the order, administration and configuration services must be provided, in particular with regard to processes (doxis4: "processes"). - The provision of specialist files is not part of the contract. General support services: training and instruction - General support services are not part of the contract. General support services: support - As part of the provision of services, support of the test setup may be required to a limited extent. Follow-up and documentation - At the end of the contract, the client expects the handover of complete documentation (see section "Documents to be created"). Description of the lots Lot 1 - Access and access control Subject of the service provision The subject of the service provision in Lot 1 is described below without claiming to be complete. The scope of services can be specified during the negotiations. - Possibilities, requirements and limits of connecting Doxis4 to the existing directory service of the state parliament using the Orga-transmitter O Synchronization of users: - Configuration of the Orga-transmitter (in particular identification and, if necessary, definition of the attributes required for user synchronization) - Creating the requirements for single sign-on via Saml/adfs O Mapping the organizational structure of the state parliament administration in Doxis4: - Synchronization of groups using the Orgatransmitter - Usability of existing AD groups for the group structure in Doxis4 - Possible effects on the maintenance of the group structure in the AD - Possibilities, requirements and limits of the additional maintenance of the group structure within Doxis4 - Possibilities of access control within Doxis4 using descriptor-based access rules O Assignment of access rights to user groups based on descriptor-based access rules O Inheritance of access rule-based authorizations within the record hierarchy file-process-document O Alternative Options for granting authorization, e.g. using storage environments O Granting authorization within processes - Proof of concept of fundamental decisions on authorization management and, if necessary, development of alternatives - Options and need for regulation with regard to logging in the field of authentication, authorization, synchronization Lot 2 - Processes Subject of the service provision The subject of the service provision in Lot 2 is described below without any claim to completeness.
