Mozambiquedigital Governance & Economy Project (edge)digital Economy And Electronic Governmentgeneral Procurement Noticegrant No. D906-mzproject Id No. P172350 The Government Of Mozambique Has Received Financing In The Amount Of Us$ 150,000,000.00 Equivalent From The World Bank Toward The Cost Of Digital Governance And Economy Project, And It Intends To Apply Part Of The Proceeds To Payments For Goods, Works, Non-consulting Services And Consulting Services To Be Procured Under This Project. The Objective Of Edge Is To Improve Service Delivery For Governments And Citizens In Selected Areas And Increase The Number Of Digital Businesses, Generating Employment And Income Growth, And Driving Inclusive Development. The Project Includes The Following Components: (1) – Building Blocks: Analog Reforms, Government Connectivity And Cybersecurity: Increasing Institutional Capacity And Laying The Foundations For Improved, Secure Government Connectivity. (2) – Enablers: Identification System And Digital Services: Developing Unified Identification Management System And Digital Services. (3) – Levers: Govtech Business Ecosystem: Development Of Capabilities Of The Digital Private Sector To Take Advantage Of Digital Business Opportunities; And (4) - Project Management And Implementation Part Of Main Packages To Be Procured Will Include: Purchase Of Connectivity Services And Digital Devices For Specific Usehiring Of Call Center For Provision Of Integrated Voice-based And Text-based Services.developing Legal Analysis Of Regulatory Foundations Gaps For Digital Transformation, Including Data Protection, Legal Identity, Data Sharing, Cybsersecurity And Intellectual Property Rights; Technical Assistance To Support The Development Of Institutional And Policy Framework For Government Cybersecurity;technical Assistance To Support The Development Of Institutional And Policy Framework For Data Protection And Privacy;technical Assistance To Prepare A Phased Masterplan For Govnet Including Costing, A Business Plan And A Private Sector Engagement Plan/ppp Model;implementation Of Pilot To Digitize Cr And Id Paper Records;upgrading The Interoperability Platform (incl. Semantic Catalog), Connection Of Data Sources Required For Digitalization Of Selected Services;capacity Building, And Technical Advisory Services For The Central And Local Government Levels, Improvement Of Information Management Systems As Well As For Project Management Team; Equipment Such As Computers And Terminal Equipment To Support The Components Of The Project;vehicles, Office Equipment;minor Rehabilitation Or Requalification Of Existing Facilities Procurement Of Contracts Financed By The World Bank Will Be Conducted Through The Procedures As Specified In The World Bank’s Procurement Regulations For Ipf Borrowers Dated November 2020 (procurement Regulations), And Is Open To All Eligible Firms And Individuals As Defined In The Procurement Regulations.
