Details: Description Terms Of Reference Procuring Entity : Bureau Of The Treasury Region Iv-b Mimaropa Office Janitorial Services Station: Btr-palawan Provincial Treasury Office F. Rafols Jr. Road, Government Center And Nature’s Park, Barangay Sta. Minica, Puerto Princesa City 1. Project Title Procurement Of Office Janitorial Services 2. Introduction This Term Of Reference Outlines The Scope Of Work And Responsibilities For Janitorial Services To Maintain Cleanliness And Hygiene In Btr-palawan Provincial Treasury Office Facilities. The Purpose Of This Contract Is To Ensure Cleanliness And A Safe Environment For Employees And Clientele. 3. Background And Context The Bureau Of The Treasury Palawan Provincial Treasury Office Is Housed In The Btr-owned Building Constructed And Completed On September 14, 2015. It Is One Of The Very First Nga Building Erected Within The Proclaimed Government Center And Nature’s Park In The City Of Puerto Princesa And Undertaken Under A Memorandum Of Agreement Between The Btr And The Lgu. The Btr-palawan Pto Is Committed To Providing A Clean And Pleasant Working Environment. We Are Seeking Professional Janitorial Services To Maintain Our Facilities, Including Offices, Restrooms, Common/waiting Areas And Any Other Designated Areas Requiring Cleaning. 4. Objectives 1. Ensure A High Standard Of Cleanliness And Hygiene In All Areas Of Btr-palawan Pto Facilities. 2. Provide A Safe And Healthy Working Environment For Employees And Clientele. 3. Maintain The Appearance And Functionality Of The Facilities. 5. Scope Of Work Daily Cleaning Services: • Dusting And Wiping Down Surfaces In Offices, Meeting Rooms, And Common/waiting Areas. • Sweeping And Mopping Floors In All Designated Areas. • Emptying Trash Bins And Replacing Liners. • Cleaning And Disinfecting Restrooms, Including Sinks, Toilets And Mirrors. • Restocking Restroom Supplies (e.g. Toilet Paper, Soap, Paper Towels). • Cleaning And Sanitizing Kitchen Or Breakroom Areas. • Spot Cleaning Walls And Glass Surfaces As Needed. • High-touch Surface Disinfection (e.g. Doorknobs, Ligh Switches). • Watering Of Plants, Cleaning And Maintain The Good Physical Appearance Of The Landscape In Front Of The Building • Reporting Any Maintenance Issues Or Needed Repairs. Weekly And Monthly Cleaning Services: • Deep Cleaning Of Carpets And Upholstery As Necessary. • Cleaning Windows And Glass Partitions. • Polishing And Maintaining Hard Floors. • Dusting And Cleaning Light Fixtures And Vents. • Cleaning And Disinfecting Refrigerators And Other Equipment In The Kitchen Areas. • Periodic Cleaning Of Blinds And Curtains. • Weeding And Cleaning Of Btr-ppto Building Surroundings. Special Services (as Needed): • Floor Stripping. • Exterior Cleaning Of Entryways And Walkways. • Emergency Cleanup Services In Case Of Spills Or Accidents. • Other Specialized Cleaning Services As Requested. 6. Budget & Resources The Bureau Of The Treasury Through General Appropriations Act, Intends To Apply The Sum Of Two Hundred Forty Thousand Pesos Only (p 240,000.00), Inclusive Of All Applicable Taxes And Other Salary Deductions For One (1) Janitorial Staff That Will Be Assigned. 7. Manpower Requiments The Janitorial Service Provided Is Responsible For Providing All Janitorial Services As Outlined In This Term Of Reference. And Btr-palawan Pto Is Responsible For Overseeing The Janitorial Services, Reporting Issues And Ensuring Compliance With The Contract. 8. Timeline And Schedule The Project Shall Commence After The Start Date Of Procurement Process Or Receipt Of The Job Order. The Effective Start Date Of The Required Procurement Process Shall Be Based On The Issuance Of The Notice Of Award By The Bureau Of The Treasury, Mimaropa Regional Office And Signing Of Contract With The Service Provider. The Cleaning Schedule Shall Be On A Daily, Weekly And Monthly Basis Per The Scope Of Work Stated Above. 9. Reporting And Communications Regular Communication Between Btr-palawan Pto And The Janitorial Service Provider To Address Any Concerns, Feedback Or Issues. And Monthly Performance Reports To Be Submitted By The Janitorial Service Provider. 10. Equipment And Supplies: The Janitorial Service Provider To Provide All Necessary Cleaning Equipment And Supplies. And Btr-palawan Pto To Provide Access To Water And Electricity For Cleaning Equipment. 11. Safety And Security The Janitorial Service Provider To Adhere To All Safety Protocols And Regulations While The Btr-palawan Pto Will Provide Necessary Access And Security Measures For Janitorial Staff. 12. Warranty Againts Benefits The Provider Warrants That He Has Not Given Or Promised To Give Any Money Or Gift To Any Employee Of The Bureau Of The Treasury To Secure This Contract. 13. Warranty Againts Defects The Provider Shall Ensure That The Project Will Be Delivered In Accordance With The Agreed Terms And Condition Stipulated In The Contact. Warranty Phase Shall Be Enforced To Cover The Period After Project Closure Where The Contractor Is Responsible For Resolving Defects Or Incidents Discovered After The Project Is Completed. 14. Assignment Unless Otherwise Expressly Stipulated In The Contract Or A Prior Written Approval Of The Bureau Of The Treasury Is Secured, This Contract Or Any Portion Thereof, Shall Not Be Assigned Or Subject To Any Other Party Or Parties. 15. Reservation Clause The Bureau Of The Treasury Reserves The Right To Reject Documents Which Do Not Comply With The Requirements, Waive Any Formalities Of Documents Or Consider Any Submission Of Documents As Substantial Compliance, Reject Any Or All Bids, Declare A Failure Of Bidding, Annul The Bidding Process, Or Not To Award The Contract, Without Thereby Incurring Any Liability To The Affected Bidder Or If The Funds/allotment For The Project Has Been Withheld Or Reduced Through No Fault Of The Bureau Of The Treasury.
