Background Universal Health Coverage (uhc) Is A Shared Vision And Priority Area For Health And Is Key In Advancing The Health-related Sustainable Development Goals (sdgs) Of The Member States. In 2015, The Regional Committee Endorsed The Western Pacific Regional Action Framework On Universal Health Coverage: Moving Towards Better Health (wpr/rc66.r2).  In 2016, The Universal Health Coverage Technical Advisory Group Was Established To Provide Advice To Who And Its Member States In Advancing Uhc In The Western Pacific Region.  Who Convened Three Uhc Tag Meetings Between 2016 And 2018 To Provide A Platform For Member States And Identified Stakeholders To Discuss Country And Regional Progress Towards Uhc.  In 2019, The Who Regional Committee Endorsed For The Future, A Five-year Vision Of Who In The Western Pacific Region.  The Strategy Highlights The Key Shift Of Taking A Systems Approach With Uhc As The Foundation For Health Sector Security And Resilience To Overcome Challenges Posed By A World Undergoing Rapid Change. The Role Of Uhc In Joining Up All Health Agendas Was Highlighted In The Pandemic Response. Further, The Interrelated Attributes Of The Uhc Regional Action Framework Were Reflected In Countries’ Development Of Road Maps To Overcome Covid-19 Impacts While Preparing Health Systems To Address Future Health Threats. In This Context, The Fifth Uhc Tag Meeting Aims To Discuss The Region’s Uhc Journey Given The Implications Of Covid-19, And How We Can Collectively Transform The “new Normal” To The “new Future” With Uhc As The Foundation. It Also Serves As An Umbrella Tag To Create A Platform For All The Tags In The Region To Work Collectively. To Gain A Deeper Understanding And Stimulate New Insights, Country Presentations And Discussions On Health Reforms Will Be Held Prior To The Meeting.   Purpose/specific Objective Of The Activity The Universal Health Coverage Team Is Seeking To Engage A Skilled And Experienced Individual/institution/ Organization On Art And Graphic Design To Provide Visual Support To The Fifth Meeting Of The Technical Advisory Group On Universal Health Coverage From 16 To 18 November 2021 And The Health Reform Webinar On The Week Of 8th November 2021 Through Graphic Illustrations And Diagrams In Presenting The Visual Dimensions Of The Meeting Outcomes.   Description Of Activities To Be Carried Out The Work Will Be Performed Under The Direct Supervision Of The Coordinator, Universal Health Coverage. Output 1: Support The Team To Demonstrate The Meeting Outcomes Into Life Through Visuals. Deliverable 1.1 Illustrations Of The Outcomes Of The One-day Health Reform Webinar; Deliverable 1.2 Illustrations Of The Outcomes Of The Opening Session; Deliverable 1.3 Illustrations Of The Outcomes Of Session 1 (block A); Deliverable 1.4 Illustrations Of The Outcomes Of Session 2 (block B); Deliverable 1.5 Illustrations Of The Outcomes Of Session 3 (block C); Deliverable 1.6 Illustrations Of The Outcomes Of Session 4 (block D); Deliverable 1.7 Illustrations Of The Outcomes Of Tag Coordination Session; Deliverable 1.8 Illustrations Of The Final Outcomes Of The Whole Meeting For The Outlook Session Which Capturing Every Session’s Key Messages And Insights. Output 2: Methodology On How The Work To Be Done • The Pre- Outcomes For Every Meeting Session Will Be Drafted By The Uhc Team And To Be Provided To The Artist In Advance For Reference In The Development Of The Illustration. • Each Sub-deliverable Should Contain One Or More Visuals Which Should Be Used For The Recap Presentation To Be Submitted By 8:00 Pm Of 16, 17 November 2021. • Submission Of Output Should Be In Final Format With The Raw/editable File • Submission Of Final Output Should Be In High Resolutions (tiff Or Png) • The First Draft Of Illustrations Was Expected To Be Produced On Or Before The cob, 12 november 2021 • The Second Draft Of Illustrations Were Expected To Be Produced On Or Before The cob, 15 November 2021   Qualifications & Experience The Individual Consultant Or Institution Should Demonstrate A Strong Mix Of The Following Competencies (if Institution, Criteria Apply To The Project Leader): Essential: University Degree In Fine Arts, Multimedia, Communications And Other Relevant Degrees. Desirable: Master's Degree Or Above In Management, Business Administration, International Relations, Public Administration, And/or Public Health At Least 5 Years’ Experience In Designs And Graphics, Communications, Strategies And Visual Campaigns. Experience Working With Public And Private Sectors, Including International Organizations Is An Advantage. Technical Skills And Knowledge Excellent In Delivering Visuals And Graphic Illustrations With Focus On Strategy, Communications, Culture And Learning.; Good Knowledge Of The Dynamics Thru Virtual Engagement With A Diverse Group; Ability To Capture The Key Messages Being Relayed Thru Creative Illustrations And Storytelling; Language Excellent Writing And Spoken Skills In English And Proven Analytical Skills And Ability To Synthesize Findings From Diverse Materials And Sources.
