Objectives and scope of the Services Background information Leaving no one behind and reaching the furthest behind first is the central promise of the 2030 agenda. It represents the commitment of the United Nations to address the multidimensional causes of poverty, inequalities and discrimination, so that all people in all countries may benefit from sustainable development and the full realisation of human rights without discrimination. The 2030 agenda reaffirms the Programme of Action of the International Conference on Population and Development’s central proposition that human beings are the purpose and the core means of development. The importance of equality and non-discrimination to the ICPD are affirmed in principle 1 of the Programme of Action which affirms that all human beings are born free and equal in dignity and rights and entitled to all the rights and freedoms set forth in the Universal Declaration of Human Rights, without distinction of any kind. While the ICPD sets out an ambitious vision for universal access to SRHR, 25 years after Member States met in Cairo, inequality and discrimination remain one of the major challenges to reaching the promise of Cairo. This was further underlined in the ICPD +25 Review in Nairobi in 2019, where inequalities and discrimination where identified as a critical barrier for achieving the promise of the ICPD. The principle of leaving no one behind was a primary consideration in formulating the integrated results and resources framework of the 2018-2021 UNFPA Strategic Plan. The Strategic Plan, focuses on the sexual and reproductive health needs and reproductive rights of those who are most marginalized, and address inequities in access to services as well as poor quality and the lack of accountability for service delivery. These considerations apply in all contexts, including humanitarian and fragile settings, and public health emergencies. A number of output indicators focus on marginalized populations, such as indigenous people, persons with disabilities, and adolescents and youth, especially adolescent girls. These indicators, and the disaggregation of outcome indicators by variables that determine inequalities, such as sex and wealth, enable UNFPA to better measure its achievements in reaching those “left furthest behind”. Problem Statement: As part of the Mid Term Review of UNFPA’s current Strategic Plan, one of the key findings that emerged was the need to strengthen support to and capacities of country offices for efforts to achieve the Strategic Plan targets that focus on prioritizing furthest behind populations. These targets are mostly found under Outcome 1 (sexual and reproductive health) and Outcome 3 (reproductive rights) of the Strategic Plan. Another areas of the Strategic Plan which is a critical enabler for efforts to identify and address the specific needs of marginalised group is Outcome 4 of the Strategic plan, which focuses on population data. Moving forward into the second half of the UNFPA Strategic Plan, UNFPA aims to scale up and accelerate action for leaving no one behind to strengthen its overall performance in this area. To do so a comprehensive understanding of what Country Offices support needs and challenges are in addressing leaving no one behind is needed. Objectives Overall goal: The overall aim of the consultancy is to assess the ways in which UNFPA can accelerate action and strengthen results for operationalizing the principle of leaving no one behind through its Strategic Plan, and strengthen the guidance available to country offices in this area. Specific objectives are to: Asses the factors that both enhance and inhibit the capacity of UNFPA country offices from taking forward the principle of leaving no one behind, in particular the UNFPA Strategic Plan outputs and indicators in this area. Make recommendations to UNFPA for measures that can be taken at institutional and programming level to improve overall performance on leave no one behind within the implementation of the Strategic Plan, as part of an institutional strategy on LNOB. Revise UNFPA’s draft guidance on leaving no one behind to incorporate findings from the assessment. Scope of work Activity 1: Assessment of challenges and capacity needs of UNFPA Country Offices to implement the Strategic Plan outputs related to leaving no one behind and make actionable recommendations for UNFPA to address these findings , which would form part of a UNFPA strategy for LNOB. Activity 2: Revise UNFPA draft Guidance on leaving no one behind to incorporate findings and needs from assessment (activity 1).
