Przedmiotem zamówienia jest dostawa energii elektrycznej dla Starostwa Powiatowego w Lublinie oraz jednostek organizacyjnych Powiatu Lubelskiego na potrzeby eksploatacji budynków, lokali i obiektów użytkowych. Operatorem Systemu Dystrybucyjnego (OSD) jest PGE Dystrybucja S.A. Oddział Lublin z siedzibą w Lublinie przy ul. Garbarskiej 21 A - przedsiębiorstwo energetyczne posiadające koncesję Prezesa Urzędu Regulacji Energetyki w zakresie dystrybucji energii elektrycznej. Dostawca zobowiązuje się do sprzedaży energii elektrycznej do obiektów Zamawiającego (wskazanych w Załączniku nr 9 do SWZ) na podstawie generalnej umowy o świadczenie usług dystrybucji zawartej pomiędzy Wykonawcą, a Operatorem SystemuDystrybucyjnego, zgodnie z ustawą - Prawo energetyczne z dnia 10 kwietnia 1997r. (Dz. U. z 2022 r., poz. 1385) i odnośnymi aktami wykonawczymi tj. koncesją na obrót energią, wydaną przez Prezesa Urzędu Regulacji Energetyki oraz ustawa - Kodeks cywilny z dnia 23 kwietnia 1964r
