Auftragsgegenstand sind Ingenieurleistungen zum Leistungsbild Technische Ausrüstung für das im Folgenden näher beschriebene Vorhaben zum Ersatzneubau des Hallenbads "Olympiabad" in Ennigerloh. Die Stadt Ennigerloh (Auftraggeberin) beabsichtigt den Ersatzneubau des Hallenbads "Olympiabad" (Vorhaben). Der Ersatzneubau soll auf einem derzeit brachliegenden Areal in unmittelbarer Nähe des neuen Natur-Freibades entstehen und einerseits auf die Bedürfnisse der einzelnen Zielgruppen Rücksicht nehmen, aber auch unter energetischen, architektonischen sowie wirtschaftlichen Gesichtspunkten optimal realisiert werden. Das Grundstück wird im Juli 2022 vom städtischen Eigenbetrieb Wirtschaft und Bäder erworben; es liegt im Bereich des Bebauungsplanes Nr. 25 "Sondergebiet Stavernbusch". Die bestehende Bebauungsplanung soll zur Vorbereitung des Vorhabens geändert werden; ein entsprechender Aufstellungsbeschluss des Rates der Auftraggeberin wurde bereits gefasst. Neben einer ansprechenden Architektur soll der Ersatzneubau vor allem in energetischer Hinsicht modernen Anforderungen gerecht werden. Das Hallenbad soll in massiver Bauweise und unter Einhaltung hoher Energieeffizienzstandards errichtet werden. Der Ersatzneubau soll dabei die im jetzigen Hallenbad anzutreffenden Nutzungen und Attraktionen beherbergen: 25 m-Sportbecken mit 4 Bahnen und mit Sprunganlagen von 1,00 m und 3,00 m, Nichtschwimmerbecken mit Kinderrutsche, Kleinkindbereich mit Wasserfläche sowie Dampfbad mit Duschbereich. Daneben umfasst der Ersatzneubau die erforderlichen Technikräume, Umkleiden und Sanitärräume sowie sonstige Nebenräumlichkeiten (Kiosk- und Kassenbereiche) sowie technische Gebäudeausstattungen und die dafür notwendigen Flächen und Räume. Wünschenswert (abhängig vom Kostenrahmen) wäre ein separates Kursbecken oder alternativ eine Hubbodenanlage im Nichtschwimmerbecken. Ferner soll sich das neue Hallenbad in die Umgebung des Naturbades integrieren. Hierbei wäre es wünschenswert, eine Öffnungsmöglichkeit der Fassade in Richtung Naturbad und einen gemeinsamen Eingangsbereich bzw. Kassenbereich zu schaffen, der für das Naturbad mitgenutzt werden kann. Die Barrierefreiheit spielt bei dem Ersatzneubau eine entscheidende Rolle. Die Planung soll so ausrichtet sein, dass eine barriere- sowie diskriminierungsfreie Nutzung uneingeschränkt möglich ist. Neben den sonstigen Nutzungsbereichen soll insbesondere der Zugang ins Becken barrierefrei ausgestaltet werden. Das Vorhaben wird (unter Vorbehalt der baufachlichen Prüfung) gefördert mit öffentlichen Mitteln des Bundesprogramms "Sanierung öffentlicher Einrichtungen, Sport und Kultur" und im Übrigen aus eigenen Haushaltmitteln finanziert. Für die Antragstellung zum genannten Förderprogramm wurde eine Wirtschaftlichkeitsberechnung erstellt, welche die Kosten (KG 200-700) auf 7.157.292,60 EUR netto (Kostenstand September 2021) beziffert.

Die Stadt Göttingen beabsichtigt das bestehende, denkmalgeschützte Freibad am Brauweg zu sanieren und attraktiveren. Sämtliche Becken sollen grundlegend überarbeitet werden. Dies beinhaltet den Rückbau sämtlicher Pflasterflächen Außenbereich, die Entfernung aller Überlaufrinnen, die Entfernung der Folienauskleidung, Abbruch der Beckenköpfe. Die Badewassertechnik ist weitestgehend zu erneuern und in Teilen zu überarbeiten. Alle Becken erhalten neue Edelstahlrinnen und eine neue Folienauskleidung. Das Nichtschwimmerbecken West wird zum Kinderbecken umgebaut. Die Durchschreitebecken werden abgebrochen und durch barrierefreie Durchschreitemulden ersetzt. Die gesamte Badewassertechnik wird erneuert und eine neue Regenentwässerungsleitung verlegt. Die bestehende Großrutsche, sowie der historische Sprungturm sind zu erhalten und während der Baumaßnahme zu schützen. Das bestehende Kinderbecken wird in Teilen abgebrochen und zu einem Trockenspielplatz umgestaltet. Nach Fertigstellung der Becken werden die Pflasterflächen mit neuen Belägen versehen und die Übergänge zur höherliegenden Liegewiese landschaftsplanerisch überarbeitet. Die Uferbereiche der Leine werden auf beiden Seiten geöffnet und in den Badebetrieb als Naturerlebnisraum mit eingebunden. Die beiden Leineufer mit einer neuen Spiel-Hängebrücke verbunden. Parallel dazu wird das Eingangsgebäude denkmalgerecht saniert. Die Abläufe der beiden getrennten Bauvorhaben sind miteinander dergestalt zu koordinieren, dass keine Behinderungen entstehen. Gesamtfläche Freibad: 17.574 m² Wasserflächen: 2.367,04 m² Pflanzungen und Hecken: 370 m² Trockenspielplatz: 200 m² Rasenflächen/Liegewiesen: 10.600 m² Rechtsseitige Leinewiese: 3.600m² Befestigte Flächen: 3.650m² Zwischen Eingangsgebäude und Badeplatte müssen hier die Bodenbeläge entfernt werden. Der Höhenunterschied zur Badeplatte wird durch leichtes Verziehen der neuen Bodenaufbauten im Gefälle ausgeglichen. Der rückseitige Gebäudevorbereich Wege, Beckenumgänge und Liegepodeste erhalten Plattenbeläge in Betonwerkstein, Rutschfestigkeitsklasse C. Vor dem Kiosk wird die die Wiesenfläche überarbeitet. Die Abtrennung zur Badeplatte erfolgt als Staudenbepflanzung. Der Höhenversprung zur Liegewiese erhält gestaffelte Liege- und Sitzstufen zu schaffen. Das bestehende Kinderbecken wird in einen Sandspielplatz umgestaltet. Die bestehenden Spielgeräte des jetzigen Sandplatzes sollen wiederverwendet und in die neue Sandzone integriert werden. Für den Betrieb eines Matschtisches wird ein neuer Wasseranschluss hergestellt. Die Böschungsbereiche der Leine werden vegetationstechnisch ausgelichtet und so gestaltet, dass der Aufenthalt im Böschungsbereich und der Zugang zum Wasser möglich ist. Aufgrund der Lage im Überflutungsbereich wird eine Bärme ausgebildet, auf der bodeneben ein Liegepodest Platz findet. Wesersandsteinblöcke befestigen die Abböschung und können als Sitzstufen genutzt werden.

Since 2011, GIZ is supporting decentralized water utilities in South Sudan on behalf of the German Federal Ministry of Development Cooperation (BMZ). The institutional and legal sector set up in South Sudan is still weak. To provide reliable and standardized water services in such a fragile environment, it is imperative that local authorities are included in decision-making processes. Therefore, the institutional set up consists of a utility management that operates under the supervision of a board of directors (BoD) which represents stakeholders from different levels; ensuring transparency in decision-making; respecting interests of residents and observing sustainability aspects e.g. cost recovery. BMZ through Kreditanstalt für Wiederaufbau (KFW) with UNICEF as implementing partner, has set up a water supply system in Lologo, Rejaf Payam (South of Juba). UNICEF is currently establishing a formal water utility (WU). Another water supply system under implementation by the International Committee of the Red Cross is expected to start operating in 2023. A water utility was established in Gumbo, Rejaf Payam (East bank of the Nile). Both water supply systems treat Nile water (max. 4650 m3/day in Lologo, max. 5260 m3/day in Gumbo), provide storage and distribution to customers through networks and water kiosks. Water treatment plants (WTP) are operated by operators which are temporarily financed by the respective donors. The objective of the consultancy is to capacitate both WU"s to operate the assets efficiently and to serve the customers professionally. Shadowing WTP operation shall help formulate mid-term operational requirements. All activities will be closely coordinated with the GIZ-REBASE project and management of the water utilities. 3 work streams describe the expected support for the duration of the consultancy (min. 1 year): 1) IMPROVEMENT OF THE INSTITUTIONAL ENVIRONMENT: (i) assess options for transferring operational responsibilities to WU (ii) shadowing operations of the WTPs to monitor operational parameters and key performance indicators (KPI), iii) build a robust data base for informed future decision making in operational management and tariff design. (iv) Develop organigrams and job descriptions for staff, capacitate utility staff to take over operational responsibility. 2) FINANCIAL AND COMMERCIAL MANAGEMENT: Financial analysis have revealed that both systems can be operated sustainably. Risks are low collection efficiency, high non-revenue-water, lower than expected demand, high energy costs, etc. The consultancy will capacitate the WU to identify and address and mitigate these risks. Starting with several relevant KPI the consultant will: (i) introduce business planning to the WU. (ii) develop options for pro-poor water tariffs that covers O&M costs based on findings of a socio-economic survey (available) (iii) support the WUs in adopting a Financial Accounting Software (FAS). With a very limited number of customers and a few reports the objective is to increase robustness of financial accounting, transparency, and accountability. (iv) support the WUs to set up a simplified customer database, including a billing and performance reporting system - ideally in conjunction with the FAS. (v) introduce a communication strategy with the public and specifically the customers (vi) introduce a customer dialogue and simple complaints management routine 3) OPERATION AND MAINTENANCE: requires the consultancy to facilitate the process of know-how transfer. Routine procedures will be subjected in SOPs and routine maintenance interventions will be trained at the WTP and/or the Vocational Training Centre (VTC) for water technicians that was established under the GIZ project at Don Bosco in Gumbo.
