Ernst & Young are currently under contract to support the HSE in the delivery of an unprecedented level of recruitment for the HSE through support and development of a recruitment operating model for the whole of the HSE. Due to unforeseen circumstances associated with COVID-19 and the Cyber attack on the HSE systems which have caused some delays and also additional requirements from the HSE perspective, it is necessary to extend.

The Health Service Executive (HSE) is seeking to award a Single Supplier Framework Agreement and invites tenders from suitably qualified suppliers for the supply, modification (if necessary), installation, integration, implementation, hosting, data migration (if necessary) and on-going support of an Electronic Offering System (EOS) for Organ Donation for the National Organ Procurement Service. The system will allow authorised users to provide efficient and effective end to end management of organ donation and procurement within Ireland. The scope of the project initially extends to the provision of an information system for the National Organ Procurement Service to enable end to end management of organ donation and procurement within Ireland, including the management of donor family communications. Extensions of the system to manage transplant centre activity and activity in the wider transplant network e.g. eye bank, may be considered in the future.

It is intended to award contracts for this service in 3 lots; • Lot 1 Distribution Hub & Nationwide Transport Service • Lot 2 Warehousing Service • Lot 3 Pick and Pack These contracts must deliver an efficient and secure service, reliable access to data, confidence for healthcare institutions, value for money for the HSE and economic viability for the Service Provider.
