The scope of the study is to analyse the work of the EU Energy Platform, the lessons learned, its impact on the market and security of supply and how the functioning of the joint purchasing mechanism (JPM) could be adapted if it becomes a more permanent instrument. The study will also analyse the future possible uses of the JPM for example for (but not limited to) renewable hydrogen or natural gas originating from supply chains with low methane emissions and how this could be organised. In particular, it will cover the various ways of organisation of companies to take part in JPM, including different kinds of consortia or cooperative arrangements and considering the risks and existing legal and market frameworks.

The overall objective of the quality assurance to the Results Oriented Monitoring (ROM) system is to improve the performance of EU-funded interventions by strengthening monitoring and evaluation systems at intervention and corporate level. In particular, it is envisaged that the ROM Quality Assurance (ROM QA) team will: — provide an external and independent quality assurance service; — draft reports on recommended improvements to the ROM methodology and to the internal quality systems of ROM contractors; — conduct meetings, seminar and training sessions to address quality issues within the ROM system.

The commissioning of external experts to prepare the studies and provide a necessary support to ten European Coordinators is necessary to ensure the coherent implementations of the European Transport Corridors and the European Maritime Space (EMS). The intention is to conclude two yearly contracts (with a possibility to extend them for another 2 years) for each of nine European Transport Corridors and one EMS. The maximum value of the contract EUR 8 990 000,00 covers a 4-year contract duration.

In order to ensure the broader input knowledge and subsequent buy-in of European airport stakeholders into the SESAR 3 programme and in line with the provisions of Article 143 of the Single Basic Act, the SESAR 3 JU considers key to continue availing itself with the support of the prospective contractor in the domain of expertise in European airports. The SESAR 3 JU is looking for the advice, assistance and representation of a concerted European airport voice for the needs of SESAR. The SESAR 3 programme will require airport expertise by acquiring: • horizontal airport contribution in the SESAR 3 programme; • access to communication platform(s) for outreach to all categories of European airports; and • capacities to ensure European airports are suitably and equitably participating and informed in view of the development, verification/validation, demonstrations and deployments of SESAR results.

General objective of the tender: — providing support to the EU Internet Forum (EUIF) on the gathering and assessment of information concerning violent right-wing groups, symbols, and manifestos in all EU Member States; — providing support to EUIF technology companies on content moderation of violent extremist with thorough and well-documented reference to content that is considered as illegal by Member States’ jurisdictions; — providing an instrument to support platforms’ efforts to identify violent right-wing extremist content listed in the knowledge package and facilitate consultation.

— Annual external verification, by accredited verifiers, of the Commission’s EMAS environmental management system, in accordance with the EMAS regulation; — Annual delivery, at the end of the verification process, of all required documents for the EMAS registration; — Annual delivery of the ISO 14001 certificate for selected Commission sites. Reason for purchasing: mandatory to maintain the Commission's EMAS certification.

The main objective of this contract is to provide to the contracting authority a methodology for the European Citizens’ Hackathon Championship under the requirements set in these tender specifications, to test it in real life through the running of a championship, and to provide an analysis of lessons learned and recommendations for the further development of knowledge valorisation and citizen engagement through hackathons and similar open innovation programs. The championship will bring together citizens, innovators and researchers from across Europe to compete in teams for the best solutions that respond to the needs of citizens and communities to address the challenges of climate change. The contractor will need to provide the full methodology for the implementation of the championship, and test it using digital tools that are available in the market by running the championship, including the national hackathons and the final European hackathon event, as a virtual event.

Business angels play a crucial role in funding, coaching and supporting their development. This action aims to strengthen the innovation and investment ecosystems for start-up and scale-up companies in the EU in view of their development and growth, chiefly by supporting angel investors and their syndicates. This will be achieved by: — stimulating the creation and nurturing of business angel groups in countries where they remain absent or weak (e.g. developing capacity-building programmes such as trainings spurring knowledge transfer between well established and nascent/rudimentary business angel groups); — connecting angel investors across Europe to support deal-flow generation and facilitating cross-border investments that can decisively help companies to scale-up in the EU and then abroad; — advising national/regional authorities on setting-up co-investment vehicles with business angels, which shall engage relevant organisations such as national promotional banks and accelerators.

The purpose of the Sustainable Finance Advisory Hub, of which this contract will be part, is to help stakeholders in low-and middle-income countries scale up sustainable finance. It will support them in building a conducive environment for sustainable finance (e.g. development of sustainable finance frameworks, support to issue green bonds and other sustainability-related instruments, in line with international good practice and, to the extent possible, building on the EU experience). The Hub will be implemented in cooperation with a selected number of EU Member States' Agencies, Development Finance Institutions and International Organisations. This service contract consists in provision of support to the Hub, functioning as a secretariat. Activities under this contract will include i.a.: treatment of requests for technical assistance, overall coordination, monitoring and reporting, quality assurance, organization of events, community engagement and visibility activities

Fee-based service contract to implement communication activities in the following areas : (i) awareness raising and information campaigns on the impact of EU support in the enlargement region, including audio-visual production; (ii) real time dissemination of information on the same subject, among others through online and social media; (iii) support to EU Delegations/Office and European Commission Headquarters (Directorate General for Neighbourhood and Enlargement Negotiations) in their communication activities; (iv) opinion polls and media monitoring.
