The clarification measure shall contribute to participants having increased insight into their options in the labour market and of their own resources and skills for work. The aim of the initiative must be supported by the following performance measurements. - 80% of the participants must, at the end of the measure, have proposals for realistic work-orientated activities to get/keep work. The procurement will cover different types of seat cushions with pressure ulcer preventing qualities, as well as the accompanying accessories and spare parts. The procurement is split into sub-contracts for the best possible coverage of the users' needs. Contracts will be signed for each sub-contract with a sufficient number of tenderers to cover the majority of the users' needs. Parallel framework agreements will be signed in sub-contracts 3, 5, 7, and 8 for seat cushions from minimum two tenderers, provided that there is a sufficient number of suitable tenderers and tenders. In the other sub-contracts, contracts will be signed for each sub-contract with a sufficient number of tenderers to cover the majority of the users' needs. There can, therefore, be variations from sub-contract to sub-contract regarding whether a framework agreement will be signed with one tenderer, or whether parallel framework agreements will be signed. An estimate has been given for the total value for the procurement. The maximum total value per sub-contract can be up to 40% higher than the estimated total value.

In order to contribute to NAV reaching its main goal, the Directorate for Labour and Welfare has started a multi-disciplinary process to digitalise and increase the efficiency of the processes within business economics. The aim is to ensure reliable and correct management information and accounts. NAV currently has no joint purchasing system and the existing invoicing system is based on outdated technology. The Labour and Welfare Department will therefore procure cloud services for purchasing and invoicing systems (SaaS).
