VOLUME – I CONTRACT CONDITIONS 4 NOTICE INVITING BID CIDCO of Maharashtra Limited through the process of E-tendering invites “ON LINE” item rate percentage Bids in two bid system (Part-I Technical Bid & Part-II commercial bid) from experienced prospective bidders fulfilling the mandatory eligibility criteria and scoring minimum qualifying marks of 75 in the Technical bid evaluation, comprising of total 100 marks as per Annexure-I, who have completed the work of similar for the work mentioned below : Sr. No. Description Details 1. Name of Work Providing Interior works including electrical & allied works, HVAC work, Fire fighting and Signages for ZILLA PARISHAD OFFICE Building for DHQ at Palghar New Town, Palghar. 2. C.A.No. 02/CIDCO/EE(Palghar-I)/SE(Palghar)/2018-19 3. Cost put to the Bid Rs. 22,54,69,649.04 4. EMD Rs. 22,55,000.00/- 5. Completion Period 12 (Twelve) Months including Monsoon 6. Cost of Blank Bid document Rs.31,500/- (Rupees Thirty One Thousand Five Hundred only) (including 5% GST (Non-Refundable)) MANDATORY ELIGIBILITY CRITERIA: 1) For qualification, “On-Line” submission shall be accompanied by attested copies of i) Goods & Service Tax (GST) Registration Certificate / GST No. ii) Valid Solvency Certificate of minimum of Rs.250.00 Lakhs issued within twelve (12) months before the date of handover the prepared documents iii) Income Tax Permanent Account Number iv) Integrity Pact Performa on Rs.100/- Stamp Paper v) Agency / firm shall have at least Two Employees having qualification in B.Arch. Degree and registered with Council of Architect having experienced in Interior Design. vii) List of works & it’s magnitude, executed in last Five years along with work completion certificates, viii) List of works in hand VOLUME – I CONTRACT CONDITIONS 5 2) Experience of having successfully completed Interior works including electrical and allied works including Execution of internal & external electrification work, Fire Fighting work, fire detection and alarm system, LT cabling, HVAC, CCTV & Public address system works, and Signages for Commercial complex / Institutional Building / Multiplex / Malls / Govt./Semi Govt. Offices / Corporate Offices during the last 5 (Five) years ending last day of the month previous to the one in which applications are invited. (a) One similar completed work involving as mentioned above of costing not less than the amount equal to 50% of the cost put to the Bid; OR (b) Two best similar completed work as mentioned above adding to a total cost of minimum 80% of the cost put to the Bid of proposed work; Note: 50% valuation will be considered in case of works completion certificate issued by organizations other than Govt./ Govt. undertaking agencies. If required agency shall produce the originals & other relevant documents such as relevant IT Returns, CAR policy, WC policy, PF, ESIC, etc. related with the contract work for verification to substantiate such work experience. 3) Joint Venture/ Consortiums are not permitted. 4) Financial Criteria: The Prospective Bidders will be qualified only if they have minimum financial capabilities as below:- i) Working Capital (Current Assets – Current Liabilities): Working Capital (Net Cash Flow) of the Prospective Bidders during last audited financial year should be greater than Rs. 5.64 Crores. ii) Profitability: Profit after Tax should be Positive for “Any Three Years” out of last five consecutive financial years. The profit shall not be negative for last two consecutive financial years. iii) Net Worth: Net worth of Prospective Bidder during last audited financial year should be greater than Rs. 2.25 Crores. iv) Average Annual Turnover: The average annual turnover of last three financial years should be equal to or greater than Rs. 16.91 Crores.
