The required prior work experience for the bidder includes successfully completing or substantially completing any one of the following categories of work(s) during the last 07 (seven) years: - Three similar works each costing not less than 30% of the advertised value of the tender, - Two similar works each costing not less than 40% of the advertised value of the tender, - One similar work costing not less than 60% of the advertised value of the tender. For Joint Venture Firms, each non-lead member of JV must have satisfactorily completed or substantially completed during the last 07 (seven) years one similar single work for a minimum of 10% of the advertised value of the tender. The bidder must submit documents such as a work experience certificate, work order, bill of quantities, and payment details to support their prior work experience. A substantially completed work means an ongoing work in which payment equal to or more than 90% of the present contract value has been made to the contractor. The bidder should also submit a certificate of completion/substantial completion of similar nature of works, including details such as scope of works, date of award, completion period, actual date of completion, value of work, and value of completed works. The value of work as per the original agreement or revised sanctioned value, if any, should be mentioned, along with the value of completed works and the final bill prepared or paid, along with the amount. The local content percentage in the material being offered should be entered, with 0% for fully imported items and 100% for fully indigenous items. The bidder must have a minimum average annual contractual turnover of 'V/N' or 'V' whichever is less, where V is the advertised value of the tender in Crores of Rupees and N is the number of years prescribed for completion of work. The tenderer must submit a work experience certificate issued by a Public listed company, along with proof of having average annual turnover of Rs.500 crore and above in the last three financial years. The bid capacity is calculated as Available Bid Capacity = [A x N x 2] - 0.33 x N x B, where A is the maximum value of construction works executed and payment received, N is the number of years prescribed for completion of work, and B is the existing commitments and balance amount of ongoing works. The financial eligibility criteria for the bidder include a minimum average annual contractual turnover, and for a Joint Venture firm, the lead member's financial capacity must not be less than 51% of the financial eligibility criteria. The required prior work experience for the bidder is supported by a work experience certificate, along with a relevant copy of the work order, bill of quantities, bill-wise details of payment received, and other documents. The bidder must submit details of ongoing works and works awarded but not yet started, with a 'NIL' statement if there are no works in hand. The available bid capacity of the tenderer shall be assessed based on the details submitted, and if it is lesser than the estimated cost of work, the offer shall not be considered. The values and percentages mentioned include 30%, 40%, 60%, 10%, 90%, and Rs.500 crore.
