This is an amendment to the announcement dated September 30, 2024. ================================================================= Germany has set itself the goal of becoming climate-neutral by 2045. At around 60 percent of final energy consumption, heat supply causes a large proportion of greenhouse gas emissions in Germany. In the existing housing stock in particular, over 85 percent of heat energy still comes from fossil energy sources. The heat transition is therefore the biggest lever within the energy transition - and the decisive instrument for initiating the heat transition is municipal heat planning (kwp). The KWP is an informal, strategic plan for the long-term design of the heat supply. The heat plan itself has neither an immediate external effect nor a direct legal binding effect. However, a political decision on the heat plan is an essential basis for the implementation of the action strategies and measures described in the heat transition strategy. This creates the necessary commitment for the subsequent steps in the municipality's area of action. The KWP is a process that must be constantly updated, specified and revised, i.e. it is not completed with the creation of the first heat plan. Instead, a monitoring system must then be set up to measure the progress of implementation. The heat plan must be updated every five years and, if necessary, adapted to changed conditions so that the decarbonization of the heat supply remains on track. According to Section 13 (1) of the Hessian Energy Act (Hessisches Energiegesetz - Hessisches Energiegesetz), from November 29, 2023, municipalities with more than 20,000 inhabitants are obliged to develop, continuously update and publish a Kwp in order to achieve the energy and climate goals. The city of Friedberg (Hessen) (hereinafter: client) falls under this regulation. Furthermore, the federal government has enacted the Act on Heat Planning and the Decarbonization of Heating Networks (Heat Planning Act - Wpg), which specifically sets out the requirements for the Kwp from January 1, 2024. If the requirements of the Wpg are implemented - even if there is no state law specifying this yet - this will simultaneously fully fulfill the obligations under Section 13 of the Hessisches Energiegesetz - Hessisches Energiegesetz. By creating a municipal heat plan, the district town of Friedberg (Hesse) will be provided with a "roadmap" for how it can supply the municipality with heat in a secure, economical and climate-friendly manner.
