2. Engaged agency, should have the motivation of being most important & integral part of PWD, to be dedicatedly attached with the concerned PWD office, upon which the liability and responsibility for safe keeping & regular maintenance of Govt. Assets have been entrusted for the betterment of providing safe, secured and smooth services for the Interests of Public Services.
3. The Scope of maintenance of electrical installation includes all the main LT/MV/HT distribution lines to each buildings/floor, Switch boards, Panels, all electrical light and fan etc & power points, fittings & fixtures, etc. within the buildings/floor including compound lighting as well as electrical installation upto switch Board, Panel which is being maintained by PWD.(Electrical).

4. Thorough supervision of all sorts of electrical maintenance works (incl repair/spl repair of HT/MV/LT) of the whole Electrical installation incl. maintaining proper Log book chronologically in consultation with the concerned JE/AE or as directed by the JE/AE with in building .
5. Recording of various electrical parameters of different HT/L.T. panel boards, BDBs, Main switches etc, (testing of Insulation Resistance, Earth Resistance, twice in a year) keeping records in Log book in regular manner and the necessary working report related to any desired special action needed should be submitted to the concerned Junior Engineer (Electrical) every day.

6. Day to day Testing & Checking of L.T. panel boards, Pillar Boxes, Switch boards, fittings & fixtures to find out any abnormal temperature rise, taking necessary action and recording measurements (Temperature/Ampere) in the Log book compulsorily in proper way.
7. Rectification/replacement of day to day consumables, spares to be supplied by departmentally & keeping records properly.
8. Safe keeping all old/damaged/replaced/ unserviceable materials obtained from day to day maintenance works, handing over to the concerned Junior Engineer, PWD and keeping proper records.

9. Receiving of requisition /call book, maintaining & preserving records round the clock for any complaint thereby timely disposing of the same by taking appropriate action or as directed/in consultation with the concerned JE/AE on behalf of the concerned PWD Office. Keeping of records of action taken/work done merely related to day to day maintenance is also on the scope of work of the agency concerned.
10. Agency should Check, Clean fittings ceiling fans, exhaust fans, wall fans, pedestal fans twice in a year and as & when required. Replacement of different accessories like capacitors(P2/S2 type), rubber bush, down rod wire, split pins, jumnuts, bolts, washers etc and keeping records in Fan register with proper signature of the electrician & the beneficiary concerned and counter singed by AE/JE. Rewinding, changing of Bush/bearing, metalling etc. are not in the scope of work.

11. Cleaning of all electrical accessories i.e DBs, Pillar boxes, Switch Boards, fittings & fixtures, Substation Building, panel rooms etc. on regular basis and as & when required & keeping proper records to keep them free from dirt, cobweb etc. All the cleaning materials like jute, detergent, oil etc. are to be supplied by the agency free of cost.
12. Performing all the works under purview of this contract safely, securely, satisfactorily by forming a dedicated Team under the utmost Leadership of the Junior Engineer, PWD concerned.
13. Scope of works does not cover rewinding of fans, operation of lift, checking of windows/split type Air-conditioner machine and other sophisticated electrical & electronic machineries like computers, UPS etc. installed in the buildings of the jurisdiction concerned. Checking, cleaning, testing of the instruments of the authority concerned kept strictly out of the scope of work.

14.The Agency should record the video and picture of conducting checking and testing done at said site by mobile phone, which should be directly sent to concerned Junior Engineer/Assistant Engineer everyday between 4:30pm to 5:30pm.
15. Contractor should have to ensure the engagement of job card holders as unskilled workers for excution of awarded works.

TERMS & CONDITIONS:-
1. The agency should have to maintain a well-equipped duty room to be provided by the department during commencement of the contract. The custody of the duty room will entirely be rested upon the agency concerned till the expiry of the contract.
2. The agency should have to maintain a dedicated call centre telephone/Mobile number on 24x7Hrs basis and the same number is to be displayed in important places of building including Substation for easy communication.
3. The agency will have to submit in written the list of the staffs to be engaged along with their address, age, contact no, WP details, their engagement letters and copies of self attested supporting documents during commencement of the contract to the concerned AE,PWD/JE, PWD.
4. Skilled Electrician should posses valid Workman Permit {Part- i(a), i(b), iv & v} from Directorate of Electricity, Govt. of West Bengal/Equivalent and should have sufficient knowledge & experience in the said job for carrying out the maintenance work smoothly with due regard to the safety.
5. Attendance register for the engaged staffs will have to be maintained per shift basis and to be counter signed by the engaged supervisor of the agency concerned & by the JE concerned daily during office hours.

6. A separate Log book should have to be maintained for keeping records of day to day regular maintenance works, emergency maintenance work keeping records for any special incidence as mentioned time to time or as directed by the officer concerned for proper documentation of betterment of services to the public.
7. Recording of various electrical parameters of different L.T. panel board, BDBs, Main switches etc, recording of different parameters of 11KV H.T. Sub-station equipments, testing of Insulation Resistance, Earth Resistance etc. are to be put-up in Log book in regular manner and the necessary working report in this respect to be submitted to the concerned Assistant Engineer, (Electrical) & Junior Engineer, (Electrical) everyday. Infrared Thermometer or thermal imager should be used in measuring temperature of electrical equipments like Transformer, H.T. VCBs, BDBs, L.T. panel boards etc. regularly to find out any abnormalities and that measurements are to be recorded in Log book compulsorily in proper way every day. Necessary video in connection with regular maintenance and image scanning works should be send to the concerned authority on regular basis in present of concerned Junior Engineer (Electrical). 8. The agency shall provide photo identity cards to its staffs duly countersigned by the Officer concerned and uniform (to be decided in due course) embossed with department’s name to all the maintenance staffs employed including substitutes are to be provided during commencement of this contract.

9. The agency will have to deploy suitable replacement of regular manpower remain absent all duty.
10. The agency will have to attend all the break-down/fault of any nature involving electrical installation within the scope of contract and restore the same with the help of its own tools & tackles keeping entries in Log books mentioning type of faults, nature of work done, fault clearance time etc.
11. In case of any breakdown caused by cable fault etc. if situation demands the agency will have to restore the power supply either with extra manpower as nacessary the materials available with this department or arranging the same temporarily and safely till completion of original restoration work.
12. Auxiliary items like jute/cloth, umbrella, torch, screws, nuts & bolts, washers, fuse wire, insulating tapes etc. will have to be arranged by the agency on its own expense.
13. Important Tools like Earth Tester, Insulation Megger, Tong Tester, Drill Machine, Thermal Imager, vaccun cleaner, Box wrenche Set, Blower etc. are to be kept at worksite with readily available. A list of the same as declaration will have to be submitted by the agency during commencement of this contract.
14. No materials (old/new) should be taken out of the maintenance site without the prior permission and necessary challan of the JE concerned.

15. The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in repair / replacement cause trouble in the system & hampering of the Hospital service thereof.
16. In case of power failure or development of any untoward situation, the agency will have to communicate with concerned WBSEDCL authority and extend co-operation to concerned WBSEDCL authority in restoration of power supply. Meanwhile the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to restore power supply at important locations by monitoring electrical loads in consultation with concerned Junior Engineer/ Assistant Engineer, PWD.
17. Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action.
18. Insulation test with the help of Megger for the entire Electrical Installation as well as earth resistance of the earthing installation for each building and also sub-station are to be carried out in the presence of concerned Assistant Engineer/ Junior Engineer twice in a year and the result thereof is to be furnished to the Engineer –In-Charge through proper channel.

19. The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff and shall be liable for the compensation for the same which would be recovered from the bill as per direction of E.I.C. and the accused staff should be replaced immediately.
20. If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions, this Department posses the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor .
21. Bills should be raised at the end of every three month.
22. The rates should be quoted both in words and figures inclusive of all taxes on monthly basis. No. quotation with price variation clause will be accepted. Rates offered should be stable for the entire period of maintenance.
23. The agency should submit P.F and E.S.I’s challan and payment acknowledgement document for the respective staffs during submission of bill. 24. The contract may be terminated with one month’s notice from either side.

Scope of work For DG Operation:- 1. The entrusted agency must have to engage required trained manpower having sufficient knowledge for operation of D.G. Sets satisfactorily, checking and handling all electrical connection, panel boards, change over switch including replacement of fuse etc. 2. The EI maintanence manpower to be operated of different capacity DG set as and when required in all the days round the clock in the 3 (Three) shift .
3. The operating personnel should attend their duties well in advance of the scheduled time of commencement of each shift.
4. The operator should be able to maintain a log book for recording the operation hours, various meter readings, water temperature, lubricating oil temperature, lubricating oil pressure, etc. 5. The operator should be able to check and test the batteries, fuel charging of lubricant, radiator water, including handling of fuel drums as and when required.
6. Fuel and lubricant to be arranged by the concerned Authority and the entrusted agency shall have to arrange for carrying the same & storage at site. Carrying charges of fuel to be paid extra against submission of voucher. 7. To check the battery terminal connection once in week and arrangement of providing Vaseline.

8. During failure of normal supply if A M F Panel fails to operate the D.G. Set, they have to change over the power supply manually.
9. They are to make trial run of the D.G. Sets as per instruction of E.I.C. (Twice monthly; duration 10 mins.)
10. As and when required operator/ helper to be attended for maintenance of Electrical Installation related to Generator Supply as will be instructed by the concerned Assistant Engineer, P.W.D / Junior Engineer, PWD.
11. Penalty may be imposed for non-operation of the generator set in time as well as for absence of the operator. The decision of the concerned Executive Engineer in this respect will be final.
12. If the performance of any operator engaged by the contractor is found unsatisfactory, the operator has to be replaced immediately.
13. Operators must be equipped with Mobile Phone so that during failure of power Supply at any time they can be contacted and instructed. The concerned Agency must have to provided necessary tools & plants i.e. torch, screw driver etc. as required for operation of D.G./ maintenance of E.I. related Generator supply.

Scope of work For Lift supervision/Operation:- :- 1. The entrusted agency must have to engage required trained manpower having sufficient knowledge for operation of Lift satisfactorily, checking and handling all electrical connection, panel boards, change over switch including replacement of fuse etc. 2. The operating personnel should attend their duties well in advance of the scheduled time of commencement of each shift.
3. The operator should be able to maintain a log book for recording the operation hours, fault, ARD fault, rescue operation details etc.l pressure, etc. 4. The operator should be able to check and test the batterie of ERD, basic fundtion of controller, fault indication, etc.
5. Any shutdown or fault should be brought to the notice of engineer in charge immediately in writing and over telephone for father course of action.
6. The lift attendant is bound to operate any any by the order of local health authroity in case of visit of high leven officer/any medical emergency. The Lift attendant has to be cautious so that untoward incidence, trapping of human being in the lift cage etc in respect of any malfunctioning of lift operation or other reasons should be attended immediately and the same should be set right as quick as possible to avoid any possible injury/ loss two human being.
7. The department would not be held responsible for any accident of the lift operator on duty for any reason the contractor or their lift operator /attendant would not claim any compensation in any shape from this department for such accident

General terms of conditions:. 1. Bills should be bimonthly / quarterly as per direction of EIC, keeping at least one spare log book at site. Payment will be made as per PWD norms against placement of bills supported by log book duly verified by the Junior Engineer / Assistant Engineer. 2. The contract may be terminated with one months notice on either end. 3. Attendance of electrician, helper and Lift attendance to be countersigned by ward master/Sister in charge/hospital in charge/hospital superintendant on regular basis(every shift)
