PART I – GENERAL INFORMATION AND INSTRUCTION FOR BIDDERSPart I of the Tender Enquiry (TE) contains general information and instructions about the TE suchas the date, time, place of submission and opening of tenders, validity period of tenders, etc. 1.1. MSF (the Buyer), through this specified TE issued as Advertised Tender [Global/ Open /Limited Tender/ Single Tender(SKS/PAC)], invites Bids, on Single Bid/ Two Bid basis, from alleligible Bidders for supply of Tender Enquiry. 1.2. The pre-qualification/ eligibility criteria, if any shall be as mentioned in TE. 1.3. Bidders shall be solely responsible for ensuring timely submission of their sealed Bids (andtheir related final instruments & documents) by the specified date & time, and in the mannerprescribed in the TE. If due to any exigency, the due date for Tender opening is declared as a closedholiday, the Tender opening will be held on the next working day at the same time or on any otherday/time, as intimated by the Buyer. Should it so become necessary for the Buyer to extend theTender opening date, such extended date shall be duly intimated/ notified. In e-Procurement, thetenders shall be opened online. 1.4. Bids (including the related financial instruments, etc.,) received with a lower validity than thatspecified in the TE can be treated as invalid and may be rejected. The prescribed validity forfinancial instruments is given in subsequent Parts of the TE. Bids should necessarily remain: validfor 90 days for LTE/PAC and 180 days for OTE from date of bid opening. 1.5. Submission of Earnest Money Deposit (EMD) is an essential requirement to be fulfilled. Bidsnot accompanied by the EMD specified in the TE shall be treated as invalid Bids. In the instant TEBidders are required to submit along with their Bids, EMD for an amount as mentioned in TE in theprescribed format. The EMD shall be in favour of THE GENERAL MANAGER, METAL & STEELFACTORY, ISHAPORE. 1.6. In e-procurement, the Bidders shall upload along with their Bid, the scanned copies of theinstrument of their EMD and forward the original EMD instrument by post in a separately sealedenvelope clearly mentioning the ‘EMD for TE No and due date of opening of technical bid’ on theenvelope. However, if the physical original instruments is not received by MSF prior to the specifiedTender opening date & time, the Bid being incomplete on Tender opening, shall be treated asinvalid/ late tender and rejected. 1.7. Bidders requiring clarifications on the contents of the TE may request the Buyer in writing orthrough e-Procurement System (so as to reach the Buyer not later than fourteen days prior to thedate of Tender opening) bringing out unambiguously the specific clarifications needed. Copies ofthe clarifications requested by the Bidder and the clarifications provided by the Buyer shall be sentto all prospective Bidders who have been issued TE. 1.8. In e-procurement bids shall be submitted through e-procurement portal. 1.9. When Bids are called on Single Bid basis the technical and financial/ commercial bids shall besubmitted in the same bid. However, when Bids are called for on Two Bids basis, the Bids shallcomprise of two parts, namely (i) Technical Bid, and (ii) Financial/ Commercial Bid. 1.10. Bids, for supply of the item (s) as per TE, shall be submitted through the e procurement portalor in sealed cover in case of procurements on conventional manual system. 1.11. In case of e-procurement, a bidder can change, withdraw or cancel earlier submitted offer before thebid submission closing date and time. In case tender specifications or price bid format is revised thesubmitted bids will become null and void & the vender needs to re-submit the bids. TE closing date& time, opening date & time will also change. Information for the same will be sent to vendorthrough e-mail. (1) 1.12. Bids cannot be modified after the Bid submission deadline. Similarly, after the Bid submissiondeadline, Bids cannot be withdrawn till expiry of the Bid val
