NOTICE INVITING e- TENDER 1.0 Indian Oil Corporation Limited invites electronic Bids through its website https://iocletenders.nic.in under two Bid systems (Part A – Technical / Commercial Bid and Part B - Price Bid) from reputed technically competent, quality conscious, experienced and financially sound Vendor(s) having experience of Similar Works and fulfilling the qualifying requirements as stated hereunder: TENDER NO. : HCC/RS-04/PT-41/2019-20 NAME OF WORK : CONTRACT FOR DESIGN, DEVELOPMENT OF SYSTEM SOLUTION FOR INTEGRATION OF SALES TRANSACTION AT AUTOMATED RETAIL OUTLETS OF IOCL WITH PAYMENT AND / OR LOYALTY. TENDER FEE : NIL Bidders are required to download the tender documents, which is available free of cost from IOCL e-tender website https://iocletenders.nic.in. DURATION OF WORK : Contract is valid for 4 (Four) years from the date of issuance of LoA. 2.0 EARNEST MONEY DEPOSIT: 2.1 Bidders are requested to submit Earnest Money Deposit (EMD) in the form of online EMD in favour of INDIAN OIL CORPORATION LIMITED payable at MUMBAI. 2.2 Offline EMD payment shall not be accepted through Demand Draft (DD), Bankers Cheque (BC) and Swift Transfer (ST). The exemption option available in the Online EMD payment mode shall be availed by the Bidders who are exempted from EMD payment and also by the Bidders permitted to submit Bank Guarantee (BG) in lieu of EMD as per the Tender conditions. A scanned copy of the BG or exemption Certificate, in case of MSE or exempted category of Bidder, shall be uploaded along with the Tender documents in the appropriate link. 2.3 The EMD BG should be sent in sealed envelope by the Bank / Bidder subscribed as “EMD Bank Guarantee for Tender no. HCC/RS-04/PT-41/2019-20 Package _____ for “CONTRACT FOR DESIGN, DEVELOPMENT OF SYSTEM SOLUTION FOR INTEGRATION OF SALES TRANSACTION AT AUTOMATED RETAIL OUTLETS OF IOCL WITH PAYMENT AND / OR LOYALTY”. For the purpose of receipt of BG, the time recorded in the DAK section against the receipt shall also be considered as receipt time. Only those Original BG documents found matching with the copy submitted in the online portal shall be considered as valid. 2.4 Bids uploaded online without either Online EMD or BG(s) in physical form not received in original at IOCL Office within seven working days from the date of opening of Technical Bid shall be summarily rejected. 2.5 Requests for payment of pending dues towards EMD shall not be entertained. 2.6 EMD amount for each Package is given in the table below: TENDER NO. And in case a bidder wishes to quote for more than 1(one) Package, then the bidder is required to submit an amount equivalent to the sum of the EMD as mentioned against all applied Packages. 2.8 EMD in the form of BG (For Bidders otherwise permitted to submit the BG in lieu of online EMD) issued by Scheduled Banks appearing in the 2nd Schedule to the RBI Act, 1934 (strictly as per the format furnished in the Tender) shall be accepted only when the amount of the BG is not less than ₹ 1 Lakh as per clause 2.1.1.2c of GCC enclosed and up-to ₹ Two Crore. Such BG shall be issued by a scheduled Bank in India, acceptable to the owner and shall be strictly in the format prescribed by the Corporation for the specific purposes for which the BG is required to be furnished. 2.9 BG for value abov
