Note:  In case 3 Bids are not received within the originally stipulated time, the due date of tender shall be extended by 02 working days and thereafter by 05 working days automatically by the system.  Even after granting two extensions, less than 3 Bids are received, tender shall be considered for opening.  If due to unavoidable / unforeseen circumstances and also if bid opening date falls on a holiday, the online bid will be opened on the next working day at the same time.  Reverse Auction, wherever applicable, shall start on the date of tender opening. The details shall be uploaded on the date and time of tender opening. - 2 -  In case no offers are received, tender will automatically be cancelled with competent approval.  All entries in the quotation should be entered at on-line submission form without any ambiguity.  Tender cannot be accessed on-line after the DUE DATE and TIME of submission stipulated above.  Any order resulting from this enquiry shall be governed by the terms and conditions in order & enquiry.  Where counter terms and conditions have been offered by the supplier, the purchase shall not be governed by them unless specific acceptance has been given in writing in the order by the purchaser. No deviations to the terms & conditions are allowed.  The Company has the right to cancel the enquiry or extend the due date of receipt of offer and/or opening of tender without assigning any reason thereof.  BCCL reserves the right to vary the quantity of the above items. However, increase in the tender quantity will be restricted to a maximum of 20%. A. SUBMISSION OF BID a. In order to submit the Bid, the bidders have to get themselves registered online on the e- Procurement portal ( with valid Digital Signature Certificate (DSC) issued from any agency authorized by Controller of Certifying Authority (CCA), Govt. of India, and which can be traced up to the chain of trust to the root certificate of CCA. The online Registration of the Bidders on the portal will be free of cost and one time activity only. The registration should be in the name of bidder, whereas DSC holder may be either bidder himself or his duly authorized person.
