The Government of India has secured a loan from the World Bank toward the cost of Project and it intends to apply part of the proceeds of this loan to Payments under the agreement(s) resulting from this IFB (IFB no. 7-362/2009-EXN-II-01) 2. The HPETD serves as the implementing agency for the project and now invites bids from eligible Bidders for Implementation of An e-Governance System for Excise Function of Himachal Pradesh Excise & Taxation Department, Government of Himachal Pradesh, spread over 6 years (One year of development, customization and implementation and five years of Operations and Maintenance). 3. Bidding will be conducted using Online Tendering Process on the HP Government’s e- Tendering Portal (https://hptenders.gov.in/) 4. The eligible Bidders may obtain further information from HPETD at the address given below from 16.01.2019 to 15.02.2019; 11:00 - 17:00 Hrs. A pre-bid meeting which potential bidders may attend will be held as per time and venue mentioned in BDS under ITB 10.2. 5. Detailed bidding documents may be downloaded from <https://hptenders.gov.in/nicgep/app) from 16.01.2019 15:00 Hrs. – 15.02.2019 15:00 hrs. 6. A non-refundable fee of INR 5000.00 (inclusive of all taxes) towards the cost of the bid document shall be required to be submitted at the Excise Branch, 1st Floor, HPETD HQ, Block 30, Kasumpti, Shimla in form of a Demand Draft from any commercial bank in India payable at Shimla, HP in favour of the Commissioner - State Tax & Excise, Government of Himachal Pradesh along with a letter of submission signed by the Authorized Signatory of the interested bidding entity prior to submission of the bids. Only the interested bidding entities having paid for the cost of the bid document shall be allowed to participate in the bid process including the pre-bid meeting and seeking clarification on the bidding process. Proof of payment towards the cost of the bid document shall be mandatorily required to be submitted by the bidding entities along with every submission including but not limited to the request seeking clarification and the bid submission for such communications to be considered & entertained. 6.1. Accessing/ purchasing of bid documents (a) To participate in e-tendering of HPETD, it is mandatory for the Bidders to have Class-II Digital Signature Certificate (DSC) (with both signing and encryption certificate) from any of the licensed Certifying Agency and get themselves registered on e-Procurement portal https://hptenders.gov.in/. Digital Signature Certificates of only the Authorized Signatory of the Bidding firm will be allowed. The Digital signature certificate should be in the name of the person or the Authorized Signatory holding Power of Attorney who will sign the Bid. In case the Authorized Signatory holding Power of Attorney and Digital Signatory are not the same, the bid shall be considered non-responsive. (b) To participate in the e-bidding, it is mandatory for the invited bidders to get themselves registered with the Procurement Portal https://hptenders.gov.in/ to have a user ID & Password which has to be obtained by submitting non-refundable annual registration charges.
