The required prior work experience for the bidder includes having work experience as a prime contractor or as a nominated sub-contractor in works of a similar nature over the last five years and in the current year before the submission of the bid. The bidder should have executed all main items of work described in the bid documents. The quantities of work executed and the value of contracts are considered, with the bidder needing to provide information on the value of contracts, quantities of work performed, and the stipulated period of completion. The bidder should also provide certificates from the Engineer(s) in-charge to support their claims. In terms of specific values and percentages, the bidder should have substantially completed works, which means those works that are at least 90% completed. The bidder should also have access to, or have available, liquid assets and/or credit facilities up to 25 percent of the value of the contract/contracts applied. The bidder must have prior work experience in civil engineering constructions, with the required experience including the total value of civil engineering constructions work performed in the last five years. The bidder must have completed works of a similar nature over the last five years and in the current year before the submission of the bid. For joint ventures, the lead partner should meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria. The experience of other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The bidder should have achieved a minimum annual financial turnover, defined as billing for works in progress and completed in all classes of civil engineering construction works, of at least the annual value of the contract applied for in any one year over the last five years. The bidder should also have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Mentioned values and percentages include: - 90% for substantially completed works - 25% for access to liquid assets and credit facilities - 50% for the lead partner in a joint venture - 30% for other joint venture partners - 40% for the value of the proposed contract in terms of experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway.
