The bidder should achieve a minimum annual financial turnover in any one year over the last five years. The bidder should also have access to or have available liquid assets and/or credit facilities up to 25 percent of the value of the contract or contracts applied for.
The bidder's prior work experience is evaluated based on their general and particular experience, personnel and equipment capabilities, and financial positions. To qualify, the applicant must meet the minimum pass/fail criteria, which includes demonstrating experience and resources sufficient to meet the aggregate of the qualification criteria for each contract.

The bidder must have completed works of a similar nature, with the following details:
- Total value of civil engineering constructions: The bidder must fill in the total value of civil engineering constructions completed in the last five years.
- Work performed in the last five years: The bidder must provide details of projects completed.
- Quantities of work executed: The bidder must provide quantities of work performed as a prime contractor or nominated sub-contractor.
- Percentage: The bidder must be willing to carry out the work at a percentage (above/below) of the estimated rate mentioned.
- Amount: The bidder must provide the estimated amount put to tender.
