The eligibility requirements mentioned in the tender are: 1. Experience Criteria: - 2 Years of experience in same/similar services. - The bidder should have experience of surveillance system and should have supplied at least 1,00,000 IP CCTV cameras during the last 07 years to any State Govt./Central Govt./Public sector undertaking in India. - The OEM of IP CCTV cameras should have supplied at least 1,00,000 IP CCTV cameras during the last 07 years to any State Govt./Central Govt./Public sector undertaking in India. - The Bidder or its OEM should have regularly manufactured and supplied same or similar Category Products to any Central / State Govt Organization / PSU for 2 years before the bid opening date. 2. Past Performance: - The Bidder or its OEM should have supplied same or similar Category Products for 50% of bid quantity, in at least one of the last three Financial years before the bid opening date to any Central / State Govt Organization / PSU. - The bidder should have experience of surveillance system and should submit form 3A or CRAC, Work order Copies to be submitted along with supply proof. - The bidder should have experience of surveillance system and must submit form 3A or CRAC, and work order copies to be submitted along with supply proof. The values mentioned for eligibility requirements are: - 1,00,000 IP CCTV cameras - 07 years - 50% (bid quantity) - 2 years (experience) - 21% (local content) - 3 years (obsolescence period for CCTV products) - 25% (option clause for increasing or decreasing the quantity to be ordered) The technical certifications required by the bidder to participate in this tender are: 1. ISO 9001 certification. 2. BIS licence 3. Type test certificate 4. Approval certificates and other certificates as prescribed in the Product Specification given in the bid document. 5. Material Test Certificate 6. The Camera OEM should be an affiliated Industry Training Partner of an appropriate, active, and approved training council of NSDC in the field of electronic security / CCTV / Video Surveillance or similar for a period of minimum two years. 7. Mac ID of the product must be registered on the name of OEM. 8. OEM must be a full Member of ONVIF. 9. Compliance Letter on OEM’s and Bidder’s letterhead with Quoted Make and Model List in the prescribed format, as per Gem GTC Clause 26 regarding Restrictions on procurement from a bidder of a country that shares a land border with India. 10. BIS certification for CCTV and Storage 11. ONVIF membership 12. Affiliation with an appropriate, active, and approved training council of NSDC in the field of electronic security/CCTV/Video Surveillance or similar for a period of minimum two years 13. Mac ID of the product must be registered on the name of OEM 14. The solution should qualify under CLASS-II LOCAL SUPPLIER as per Preferential Market Access (PMA) and Public Procurement Policy (PPP) Make In India (MII) scheme of the Govt. of India with 21% or the latest applicable local content as per the Govt. norms. 15. CMMI Level 5 or above certification for the CCTV & VMS OEM. 16. ISO Certifications for Quality, Environment, Security management, and Health & Safety Management system for manufacturing of all types of Cameras & NVR/ DVR, specifically: * ISO 9001:2015 * ISO 14001:2015 * ISO 27001:2013 * ISO 45001:2018 17. ONVIF membership and certification for the CCTV Camera OEM. 18. H.265 HEVC certificate and listing on the HEVC website. 19. Compliance with General Data Protection Regulation (GDPR). 20. The Camera OEM should comply with General Data Protection Regulation (GDPR). 21. Compulsory registration of goods/articles in this category shall conform to IS 616: 2017 and shall bear the “Standard Mark” under a license from the Bureau of Indian Standards as per Scheme-II of Schedule-II of Bureau of Indian Standards(Conformity Assessment) Regulations, 2018. 22. The product should have BEE Star Rating of 3 star, 4 star, 5 star or higher. 23. The product should have a comprehensive standard warranty of 1 year or higher and warranty on display only of 2 years, 3 years or higher.
