Request for proposal: Individual consultancy for medical devices expert The selected consultant will work in close collaboration with WHO Emergency team – Operations and Logistics (OSL), the Supply Department and the Health Technology and Pharmaceuticals programme (HTP). Output 1: Undertake and complete a full and detailed assessment of all proposals received in response to ITBs [ITB-2019-LTA-BP-017-Medical Devices, ITB-2019-LTA-BP-016-WHO Cholera 2020 Kit and ITB-2020-LTA-BP-032-WHO Collection Testing and Transfusion kit 2020 (CTT-2020)]. Activity 1.1: Review all proposals received against the criteria and specifications listed in the ITB document. Activity 1.2: Cross check all proposals received against the applicable WHO official standards, essential lists and technical specifications. Activity 1.3: Prepare a detailed report listing all the goods proposed by all bidders, and flagging all issues or discrepancies between the offer and the technical specifications. Activity 1.4: in consultation with the Responsible Officer, ensure communication with the bidders to obtain further information or clarification on the proposals when necessary, through the Supply Department, managing the Tenders Activity 1.5: in case of issues (regarding compliance with the specifications for example), suggest alternatives or solutions for resolution or improvement. Output 2: Activity 2.1: Provide structured Short description for item coding to the specialist in WHO. Activity 2.2: Structure the item technical details and propose categories that are recommended to be published in WHO online catalogue. Output 3: develop and maintain a data base listing the approved supplier for medical devices which were assessed during the Bid evaluation. Activity 3.1: Develop a format recording the approved goods and suppliers including all certifications. Activity 3.2: Enter the data assessed during the period and leave clear instruction for the future Output 4: Develop a general process for the review of medical devices.
