Description 1 1 Unit Consultancy Services Terms Of Reference Procurement Of One Consultancy Services For The Sultan Kudarat State University Land Use And Development Infrastructure Plan (ludip) I. Rationale 1. Pursuant To R.a. 11396, Otherwise Known As Ludip Act, All State Universities (sucs), Through Their Governing Boards, Shall Be Required To Prepare And Implement A Land Use Development And Infrastructure Plan (ludip) Designed To Improve And Optimally Utilize Their Resources. All Land Use Or Infrastructure Projects Of The Sucs Shall Also Be Required To Follow The Ludip Which Shall Be Linked With The Land Use Plan And Practice Of The Local Government Units To Ensure The Complementation Of Activities Across Geographical Boundaries. In Addition, No Proposed Campus Development Project Of Any Suc Will Be Approved And Included Under Fund 101 Without This Document. 2. Sultan Kudarat State University (sksu), An Educational Beacon Illuminating The Path For Countless Students And Scholars, Nestled Within The Heart Of Sultan Kudarat, A Province Known For Its Vibrant Culture And Rich History In The Philippines. The Main Campus, Or What Might Be Considered The Heart Of Sksu, Is Located In Tacurong City. Tacurong Is A Bustling City That Has Historically Been A Crossroads Of Culture And Commerce In The Region. The Central Administration Center Central Site And Services (access) Campus Specifically Sits In Brgy. 2, Ejc Montilla. This Pivotal Location Not Only Serves As A Hub For Academic Activities But Also Acts As An Administrative Nerve Center For The Entire University System. 3. The Institution Started Under The Visionary And Dynamic Leadership Of Its First And Longest-serving President, Dr. Nelson T. Binag, Who, Later, Also Initiated The Operation Of Extension Programs In The Municipalities Of Sen. Ninoy Aquino And Bagumbayan In Sultan Kudarat And In Glan, Sarangani Province Through A Memorandum Of Agreement With The Local Government Units And Surallah In South Cotabato With Surallah National Agricultural School.. It Is Therefore Imperative That Sksu Creates The Necessary Infrastructure Complement For The Accomplishment Of Its Strategic Directions For The Next Ten Years (2023-2033). 4. Other Special Considerations To Be Considered In This Plan Are The Updates On How The University Responds To Many Relevant Issues Confronting Her In Terms Of Climate Change, Disaster, Risks Threats, And Even On Biodiversity And Ecosystem Challenges. Since The University Has Seven Extensions Campuses, It Also Anticipates Better Responses To Future Challenges These Campuses May Encounter In The Municipalities Where These Are Located. 5. Sultan Kudarat State University Has Submitted Its First Ludip However It Has Not Passed The Evaluation Of The Commission On Higher Education Technical Working Group. With The Current Manpower Of Two Engineers And One Designated Faculty Member As A Planning Officer, It Is Evident That Sksu Has No Personnel Who Have The Time, Capacity, Expertise, And Experience To Prepare Its Ludip. Thus, It Is Imperative To Hire A Team Of External Experts With A Good Track Record And Commitment To Help The University Comply With The Requirements Of The Law. Ii. Scope Of Work The Ludip Shall Contain The Following: 1. Campus Physical Planning Framework, Principles, And Processes, Including Master Development Plans 2. Detailed Geographical Description And Survey Of The Site Occupied By The Sksu, Including All Idle Lands And Campuses, Branches Or Extension Sites Under The Name Of The Sksu, Other Sites, And Adjacent Communities 3. Inventory Of All Existing Facilities, Buildings, And Other Infrastructure Within The Compound Or Areas Occupied By Sksu And Other Real Estate Assets 4. Cadastral Survey Of Land Occupied By Sksu, Including Detailed Geographical Descriptions Of Land Disputes, Natural And Man-made Hazards For Climate Change Issues, Zoning Projections And Process Flow Of How These Are Approved And Revised 5. A Detailed Description Of Research Core, Academic Core, Residential Areas Covering Both Housing For Faculty And Staff, Dormitories For Students, And A Detailed Geographical Description And Survey Of The Sites For Employees Of Sksu Including The Architectural Design And Estimated Cost Of Construction (detailed Engineering Plan For Staff Housing And Student Dormitories) Per Campus 6. Detailed Geographical Description Of Land Use For Commercial Agricultural, Fishery, Forestry, And Other Activities, Including Open And Recreational Spaces, Landscape Features, And Campus Transportation System Among Others 7. Design And Estimated The Cost Of Construction, Operation, And Maintenance Of Other Infrastructure Needs Of Sksu (standard Plan And Detailed Cost Estimates For Buildings Of Various Heights One-storey, Two-storeys, Three-storeys, Etc.) 8. Financial Plan Including The Conduct And Submission Of Feasibility Studies, Sources Of Funds, Income, Loans, Public Private Partnership, And Other Financial Schemes Or Arrangement Iii. Outputs 1. Campus Land Use Plan. The Planning And Policy Document That Sets The Long-term Spatial Objectives And Goals To Improve And Optimally Utilize Land Assets As Well As The Land Use Policies To Achieve The Vision Of The Suc. The Following, But Not Limited To, Shall Be Included In The Formulation Of A Campus Land Use Plan: 1.1. Planning And Design Considerations 1.2. Land Use Budget (land Demand And Land Supply) 1.3. Land Use Strategy And Space Allocation 1.4. Circulation Network And Traffic Management Scheme 1.5. Open And Green Space Network 1.6. Land Use Policies 2. Campus Master Development Plan And Investment Program. The Planning Document Which Specifies The Sectoral Goals, Objectives, Strategies, Future Programs, Projects, And Activities To Support The Implementation Of The Campus Land Use Plan. It Includes A Definition Of The Development Phasing Incorporating The Estimation Of The Development Costs In The Form Of An Investment Plan. It Shall Be Comprised Of The Following Component Framework Plans: 2.1. Social Development Plan - Specifies Proposals For The Provision Of Education, Health, Housing, Protection, Sports And Recreation, And Disaster Management Services To The Student Population, Faculty Members, Employees, Other Campus Residents 2.2. Economic Development Plan - Specifies Proposals For The Commercial, Industrial, Agricultural, Fishery, Agroforestry, Forestry, And Tourism Activities To Optimize The Economic And Revenue Growth Potential Of The Suc Campus 2.3. Roads And Transportation Development Plan - Covers The Aspects Of Road And Bridge Proposals And Upgrading, Including Port Development (where Applicable), And Traffic Management To Facilitate Ingress And Egress 2.4. Infrastructure And Utilities Development Plan - Refers To The Construction, Improvement, And Rehabilitation Of Roads And Bridges, Railways, Airports, Seaports, Communication Facilities, Irrigation, Flood Control, And Drainage, Water Supply And Sewerage System, Shore Protection, Power Facilities, National Buildings, School Buildings, Hospital Buildings And Other Related Construction Projects That Form Part Of The Government Capital Investment 2.5. Environmental Management Plan - Proposals For The Protection Of The Environment To Ensure The Sustainability Of The Various On-campus Development Initiatives Will Be Contained In This Plan. Programs That Will Protect And Conserve Ecologically Sensitive Ecosystems Within The Campus Will Be Specified. 3. Site Development Plan. The General Layout And Configuration Of A Site Including Existing And Proposed Structures, Parking And Street Layout, Conceptual Landscaping And Lighting, Site Cross Section Drawings, And Building Elevations, Among Others. It Also Includes Space Programming Based On The Envisioned Direction Of Development. The Site Development Plan And Drawings Shall Be Submitted In Printed And Electronic Forms. 4. Infrastructure Plans And Programs Including Conceptual Drawings And Estimated Cost Of Construction Of Additional Structures Subject To Finalization Upon Completion Of Ten- Year Plan. The Proposed Projects Are As Follows: Sksu Main Campus (see Attached Appendix D) 5. Gis Map Of The Sksu Campuses And Placing Of Markings For Delineation Inventory Of All Existing Buildings And Facilities 6. The Brand, Vision, Mission, Goals, And Thrusts Stated In The Sksu Strategic Plan Will Be Part Of The Ludip. The Layout, Landmarks, And Frontage Perspectives Of The Campuses Should Reflect The Brand Of The University. 8. A Section On The Monitoring And Evaluation Of The Ludip Should Also Be Part Of The Document. Iv. Detailed Work Items The Scope Of Work For This Study Is Proposed To Be As Follows: A. Review Background Material - To Effectively Address This Task, We Must Conduct A Comprehensive Examination Of The Current Policy Frameworks And Conduct On-site Investigations To Uncover The Potential Opportunities And Limitations Associated With The Existing Campus, Encompassing Land Holdings, Buildings, Landscapes, And Infrastructure. We Must Pay Particular Attention To Evaluating How The Campus Relates To Its Surrounding Context, Including The Local Area, Neighboring Regions, And The Downtown District. B. Data Collection ? Department Interviews ? Site Survey/walkthrough ? Preliminary Kick-off Meeting With The School Ludip Twg C. Concept Development - The Growth Strategy Framework Aims To Define A Blueprint For Campus Expansion, Aligning With The University's Development Goals. Furthermore, It Should Prioritize Creating Vibrant Campus Environments That Appeal To Students, Faculty, And Administrators, Contributing To An Enriched Campus Life. This Framework Must Also Factor In Potential Growth Scenarios, Spanning From Modest To Substantial While Accounting For The Associated Costs (both In Terms Of Capital And Operating Expenses). Additionally, It Should Incorporate Sustainable Facility Planning And Development Into Its Considerations. ? Maintenance Facility Space Needs Study ? Academic Space Needs Study ? Floor Plans For Current Facilities ? Update/develop Overall Space Needs For All Sksu Campuses On Information Gathered From Data Collection And Background Material ? Generate Multiple Concepts Of New Buildings, Expanded Buildings, And/or Reconfigured Buildings (up To 5 Given Potentially Varying Scenarios) ? Identify Off-campus Options ? Estimated Costs And Infrastructure Needs Identified (water, Sewer, Stormwater Mitigation Needs, Etc. Sksu Ludip Twg Will Assist In Identifying These Needs During Concept Development) D. Open Space And Community Gathering Framework - The Open Space And Community Gathering Framework Aims To Delineate, Within The Context Of The Preferred Scenario For Campus Expansion, An Open Space Plan That Defines The Optimal Locations For Diverse Open Spaces, Elucidates Their Spatial Interconnections, And Establishes Their Connection To Campus Facilities. This Plan Will Be Founded On A Comprehensive Open Space Planning Rationale, With The Primary Objective Of Realizing The Earlier Articulated Vision Throughout The Planning Process. The Open Space Framework Will Include, But Not Be Limited To: ? A Critical Assessment Of The Existing Condition On Campus ? An Approach To Open Spaces And Community Gathering ? Open Space Design Guidelines ? Graphic Renderings Of The Plan’s Concept E. Built Form Framework - To Elevate The Campus Environment And Foster A Vibrant Sense Of Community, We Must Establish A Built Form Framework. This Framework Will Guide The Design And Construction Of All Campus Buildings, Aiming To Harmoniously Integrate Them Into A Cohesive Whole. The Ultimate Goal Is To Cultivate A Consistently High-quality Aesthetic That Not Only Elevates The Campus's Prestige But Also Fosters Inviting Spaces Where Students, Faculty, And Staff Can Engage In Campus Life. To Establish A Transparent Reporting Framework For The Project, We Will Create The Following Committees: ? Ludip Twg Steering Committee - Composed Of The Chief Admin Officer, Planning Officer And Its Members, Will Be Established To Oversee The Project And Ensure Its Strategic Alignment With The University's Broader Planning Objectives. This Committee Will Play A Crucial Role In Advising The Board As Project Representatives And Will Serve As The Primary Decision Making Body Responsible For The Campus Master Planning Process. ? Working Committee - The Chief Admin Officer And Finance Will Lead The Working Committee, Which Will Maintain A Close Collaboration With The Consultant Team To Address Day-to-day Project Management Matters. Acting As The Primary Liaison, The Working Committee Will Serve As The Central Point Of Contact For The Consultant Team And Will Scrutinize Significant Decisions In Consultation With The Steering Committee.
