Details: Description Consulting Services In The Updating Of Comprehensive Land Use Plan (clup) 2026-2035 And The Zoning Ordinance (zo). The Local Government Unit Of Libon, Albay Through Its Bids And Awards Committee Shall Impose The Provisions Of The R.a. 9184 Otherwise Known As The Government Procurement Reform Act And Its Implementing Rules And Regulations To Wit; A. Bidding Is Restricted To Filipino Citizens/sole Proprietorship, Partnership, Or Organizations C. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation (qbe) For The Technical Proposal Procedure. Criteria For The Technical Proposal Of The Consulting Firm/agency A. Qualification And Competence Of Staff Or Personnel Assigned To The Consultancy Contract Including Education And Training Shall Be In Accordance With The R.a 10587 (with License In Environmental Planning) B. Experience And Capability Of The Consultants Include Records Of Previous Engagement And Quality Of Performance In Similar Projects. Preferably Has Able To Obtain At Least Five (5) Approved Clup In The Provinces Of Albay And Sorsogon Using The Enhanced Guidelines Of Hlurb Now Dhsud Mainstreaming Climate And Disaster Risk Assessment As Entry Point. C. Crafting And Formulation Of Comprehensive Land Use Plan, Zoning Ordinance Should Strictly Follow The 2015 Enhanced Guidelines Of Housing And Land Use Regulatory Board Now Department Of Human Settlement And Urban Development (dhsud). D. Crafting And Formulation Of Comprehensive Land Use Plan, Zoning Ordinance Should Be In Line With The National Physical Framework Plan, Philippine Agenda 21, Regional Development Plan, Provincial Development And Physical Framework Plan Of The Province Of Albay And Considering The Clup Of Neighboring Municipalities. Terms Of Reference (tor) Background The Consultancy Team Will Provide Technical Assistance And Data Consolidation (writing Of The Manuscript) To The Municipality In The Form Of The Aforementioned Documents And Reports Specifically Volume-the Land Use Plan, Volume 2-the Zoning Ordinance And Zoning Maps, Volume 3-the Sectoral And Special Area Studies And The Climate And Disaster Risk Assessment With Exposure Maps. The Activities Shall Include Facilitation Of Training-workshops As Required By The Enhanced Guidelines And Consolidation Of Activity Outputs Until Completed.
