Bid Capacity
The bid capacity required in the given tender can be calculated using the formula: Assessed Available Bid capacity = (A x N x 2 - B) Where A = Maximum value of works executed in any one financial year during the last five financial years (updated to bid invitation year price level) N = Number of years prescribed for completion of the works for which bids are invited B = Value (updated to the price level of the year indicated in Appendix) of existing commitments and ongoing works to be completed during the next year(s) [period of completion of the works for which bids are invited]. Additionally, the bidder can only participate in projects of value equal to or less than 3 times its Bid Capacity. The value of A and B should be calculated using an escalation factor of 10% per year. The bidder should indicate actual figures of cost and amounts for the work executed by them without accounting for the escalation factors. The escalation factor to update the value of works executed to the current price level is as follows: - One year before: 1.10 - Two years before: 1.21 - Three years before: 1.33 - Four years before: 1.46 - Five years before: 1.61 The bidder should also have an annual turnover of not less than Rs. 84.54 Lakhs and should have successfully completed civil works of value not less than Rs. 63.40 Lakhs in any one financial year during the last five financial years. The bid capacity is also subject to the condition that the bidder should have liquid assets and/or availability of credit facilities of not less than the amount indicated in the Annexure, which is usually the equivalent of the estimated cash flow for three months in the peak construction period. However, specific details on bid capacity formulas are also mentioned as: Assessed Available Bid Capacity = (A*N*2-B) Where: A = Maximum value of works executed in any one year during the last five financial years (updated to the current price level) B = Value of current price level of the existing commitments and ongoing works to be completed during the next years (Period of completion of works for which bids are invited) N = number of years prescribed for completion of the works for which the bids are invited. This stipulation applies to all works above Rs.3.00 Crores. In case of a joint venture, the available bid capacity will be applied for each partner to the extent of his proposed participation in the execution of the works. The bid capacity required in the given tender is related to the number of years prescribed for completion of the works for which the bids are invited. The bid capacity or the requirements for bidders are mentioned in terms of financial turnover and experience in executing similar works. 1. Minimum Eligibility Criteria: - The firms/companies/registered contractors should have successfully completed and commissioned any civil works (30% of the estimated cost) in any one financial year during the last five financial years. - The firms/companies/registered contractors should have an annual financial turnover of not less than (40% of the estimated cost) in any one financial year in construction works during the last five financial years, certified by a chartered accountant. 2. Experience: - At least one Conventional Water Treatment Plant or Intake Well or Ground Storage Reservoir not below 50KL of any capacity or Elevated Surface Reservoir of capacity not below 50KL and laying of pipeline works or RCC Chimney/Silos from an officer not below the rank of Executive Engineer. 3. Bid Security (APS): - The APS amount in the shape of a Demand Draft/Term Deposit Receipt pledged in favor of the Divisional Officer within seven days of acceptance of the tender. 4. Formulas for APS: - For bids from 5% and above but below 10% of the estimated cost: 50% of the difference between the estimated cost put to tender and the bid amount. - For bids from 10% and above: 150% of the difference between the estimated cost put to tender and the bid amount. Given this information, the bid capacity required involves both financial capacity (annual turnover and ability to secure necessary funds for the project) and technical/experience capacity (having completed similar projects of a certain scale). The specific formulas provided relate to the calculation of the bid security (APS) rather than the bid capacity itself. However, these formulas indirectly indicate the financial risk and capacity required for bidding, especially in terms of how bids are secured and the potential penalties for withdrawal or failure to perform. The bid capacity required in the given tender to bid having value and formulas is Assessed Available Bid capacity = (A x N x 2 - B).
