The bid capacity required in the given tender can be calculated using the formula: Assessed Available Bid Capacity = (A x N x 2 - B) Where:
A = Maximum value of works executed in any one financial year during the last five financial years (updated to bid invitation year price level)
N = Number of years prescribed for completion of the works for which bids are invited
B = Value (updated to the price level of the year indicated in Appendix) of existing commitments and ongoing works to be completed during the next year(s) Additionally, the bidder's bid capacity should be more than the total bid value, and the bidder can only participate in projects of value equal to or less than 3 times their bid capacity. The value of A and B should be calculated using an escalation factor of 10% per year. This formula applies to all works above Rs.3.00 Crores. The available bid capacity will be calculated based on the maximum value of works executed, existing commitments, and the number of years prescribed for completion of the works. The bid capacity is also related to the bidder's technical and financial capacity, which includes:
- Technical Capacity: The bidder should have successfully completed any civil works in any one financial year during the last five financial years of value not less than Rs. 122.58 Lakhs.
- Financial Capacity: The bidder should have an annual turnover from all classes of engineering work contracts of not less than Rs. 163.44 Lakhs in any one financial year during the last five financial years.

The bidder should have prior work experience in civil construction work, although the total number of years of experience is not specified. The bidder should provide details of their experience in similar work, including the value of sub-contracts and the experience of sub-contractors. The bidder should have successfully completed any civil works in any one financial year during the last five financial years up to the bid submission deadline of value not less than the amount equal to Rs.122.58 Lakhs, which is 30% of the estimated value of the bid. The similar nature of work must cover at least one Conventional Water Treatment Plant or Intake Well or Ground Storage Reservoir not below 50KL of any capacity or Elevated Surface Reservoir of capacity not below 50KL and laying of pipeline works or RCC Chimney/Silos. The bidder should also have annual turnover from all classes of Engineering work contracts of not less than Rs. 163.44 Lakhs (i.e. 40% of the estimated cost) in any one financial year during the last 5 years. For evaluation, the bidder must provide documentary evidence from the Client certifying that the work has been completed to the extent of value equal to 30% of the estimated value of the bid. The experience certificate should be provided as per the specified format. The bidder should provide a list of similar works executed during the last 5 years, including project-wise information, with details such as the name of the work, location, agreement number and date, name of the employer, value of the contract price, total value of work executed, and financial year-wise computed amount. The stipulated date of commencement, stipulated date of completion, actual completion date, and reasons for delay should also be provided, along with certification from the employer. The value of similar works completed should be at least Rs.122.58 Lakhs, which is 30% of the estimated value of the bid, and the annual turnover should be at least Rs. 163.44 Lakhs, which is 40% of the estimated cost.
