The required prior work experience for the bidder can be met in one of the following ways: - Three similar completed or substantially completed works each of value not less than 40% of the advertised cost of the work.
- Two similar completed or substantially completed works each of value not less than 50% of the average of the limit of group.
- One similar completed or substantially completed work of value not less than 80% of the advertised cost of the work.
Substantial completion means that works (asset and facilities) resulting from the contract performance can be or have been put to use for the purpose for which they were intended, with 80% (value wise) or more works completed under the contract. The experience certificate shall have been issued by an officer of the rank not below an Executive Engineer of any Government Department/ Semi Government / PSU’s. For contracts where the applicant participated as a joint venture member, experience is considered only up to the applicant's share by value. The value of work executed is calculated from the date of completion to the date of bid opening, with weightage/escalation applied for periods over six months. The definition of similar nature of work includes specific types of projects such as:
- Hydraulic structures like Overhead tanks of minimum capacity of 0.50 lac gallons & staging height of minimum 10M
- Rapid Sand Filtration Plant of 0.30 MGD or above
- Sewage treatment plants/ Industrial effluent treatment plants of minimum 0.50 MLD capacity
- Service Reservoirs of minimum 1.00 lac gallons capacity
- RCC / Steel bridges / Composite / grade separators / fly-overs in Nallahs / water bodies Span not less than 10 mts
- Multi-story framed structures of minimum 300sqm on plan
- Pump Stations area not less than 100 Sqm (framed structure / RCC) along with intake sump and channel/Dug well The bidder's experience is evaluated based on the value of similar work executed, which is brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum. In some sources, it is mentioned that the bidder should have prior work experience in similar works completed during the last seven years, while in other sources, it is mentioned that the bidder should have completed similar works in the last five years. The bidder should submit a "Year wise list of works completed during last five years with performance certificates issued by an authority not less than an Executive Engineer". The bidder should submit an "experience certificate for similar works issued by an officer not less than the rank of an Executive Engineer or above". The bidder should also submit an "Annual Turnover certificate for the last three financial years, issued by a registered Chartered Accountant under his seal and signature". The bidder should submit work order/contract document along with the completion/substantial completion certificate duly signed by an officer not below the rank of Executive Engineer or equivalent rank for each claimed assignment/project. The bidder should provide the actual values and percentages for each work completed, as well as the average turnover and net worth for the last three financial years.
