Description 1. The Province Of Zamboanga Sibugay, Through Sb#1, Cy 2024 - Borrowings Intends To Apply The Sum Of Five Hundred Sixty Million (php560,000,000.00), Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Design And Build For The Construction Of Zamboanga Sibugay Sports Complex And Convention Center With Project Identification Number Infr-2024-145. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Province Of Zamboanga Sibugay Now Invites Bids For The Above Procurement Project. Completion Of The Works Is Required In Eight Hundred (800) Calendar Days. Bidders Should Have Completed A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. The Eligibility Of Design And Build Contractors Shall Be Based On Provisions Of Annex “g”, Irr/r.a. No. 9184, Including Legal, Technical And Financial Requirements. In The Technical Requirements, The Design And Build Contractor (as In Solo Or In Joint Venture/consortia) Should Be Able To Comply With The Experience Requirement Under Irr/r.a. No. 9184, Where One (1) Of The Parties (in A Joint Venture/consortia) Should Have Completed At Least One (1) Similar Project, Over The Last Five (5) Years From The Date Of The Bid Submission, Both In Design And Construction, With At Least 50% Of The Cost Of The Abc Of The Project. The Joint Venture/consortia Contractor Must Also Submit Class “a” And Class “b” Documents. 4. Bidding Will Be Conducted Through Open Competitive Bidding Procedures With A Two-step Evaluation Procedure Using Non-discretionary “pass/fail” Evaluation With A Point System, As Specified In Annex “g” Of Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. 5. Interested Bidders May Obtain Further Information From Province Of Zamboanga Sibugay And Inspect The Bidding Documents At The Address Given Below During Working Days From 9:00 Am To 5:00 Pm. 6. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders On November 12-20, 2024 Until 5:00 Pm (at The Time Provided Above In Paragraph 5, Of This Section) From The Given Address And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Php75,000.00. In The Payment Of Bidding Documents, It Is Preferable That A Representative Should Be Dispatched To Personally Tender Payment. 7. In Accordance With Provisions Of Annes “g”, Irr/r.a. Bids Must Be Delivered And Duly Received By The Bac Secretariat Through Manual Submission At The Office Address As Indicated Above, On Or Before December 5, 2024 @ 10:00 Am. Late Bids Shall Not Be Accepted. Bids Sent By Post Or Delivery Service Shall Not Be Accepted.
