Description Invitation To Bid For Rehabilitation/improvement Of Level Crossings Including Cabins And Barriers 1. The Philippine National Railways, Through The General Appropriations Act (gaa) For Cy 2022 Thru General Appropriations Act (gaa) For Cy 2024 (special Provision) Intends To Apply The Sum Of Thirty-three Million Five Hundred Seventy-eight Thousand Seven Hundred Fifty-three And 70/100 Pesos (php33,578,753.70) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Rehabilitation/improvement Of Level Crossings Including Cabins And Barriers (rebid). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Philippine National Railways Now Invites Bids For The Above Procurement Project. Completion Of The Works Is Required Within One Hundred (180) Calendar Days. Bidders Should Have Completed A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Adaption Of Annex “g” Of Irr Ra 9184 Guidelines For The Procurement And Implementation Of Contract For Design And Build Infrastructure Project. For The Detailed Evaluation Of The Proposals, A Two-step Procedure Shall Be Adopted By The Bids And Awards Committee.
