Description I. Terms And Conditions 1. The Coverage/scope Of Security Services Shall Include The Following: A. Protection Of Property From Destruction, Theft, Pilferage, Robbery, Trespassing, Sabotage, Arson, Forcible Entry Of Armed Person(s) And Other Unlawful Acts And Malicious Mischiefs B. Protection Of Pnoc Officials, Employees, Visitors And Guests From Assault, Harassment, Threat, Intimidation And Other Criminal Acts C. Protection From Safety Threats Such As Fire, And Effects From Natural Disasters And Calamities D. Maintenance Of Peace And Order E. Implementation Of Appropriate Security-related Administrative Rules And Regulations. 2. Qualifications A. Security Guards I. With Valid Private Security Guard License Issued By Pnp-sosia Ii. Physically And Mentally Fit - Able To Run At Least 3km In 20 Mins - Can Recite The 11 General Orders Perfectly Iii. Have Undergone And Passed Neuro-psychiatric Examination From A Doh-accredited Testing Center Iv. Have Passed Drug Testing From A Pnp And Doh-accredited Testing Center V. Have No Pending Criminal Or Administrative Case - Submit A Notarized Affidavit Attesting This Vi. Have Undergone Training Or Seminars Necessary To Qualify As A Security Guard - Certification From A Pnp-sosia Accredited Training Facility At The Time Of Renewal Of Lesp Vii. Must Not Be More Than 45 Years Old For Male Guards And Not More Than 35 Years For Lady Guard Viii. At Least 5’5” In Height For Male Guards And 5’2” In Height For Lady Guards B. Management Officers I. Executive/management Officers Must Have Completed Private Security Management Seminar (psems) As Required By Pnpsosia Ii. Senior Or Operations Officer Should Be A Csp Graduate Or Equivalent. Iii. Agency Must Have At Least 5 Years In Operation With A Current Client Equivalent To The Contract Price Iv. Agency Must Have A Quality Management System Aligned With Iso 9001:2015 Or Has Served Client Corporations/organizations Which Are Iso 9001:2015 Certified. C. Exemption From The Above Qualification Standards May Be Allowed By Pnoc Management On A Case To Case Basis As May Be Deemed Appropriate Solely By Pnoc. Ii. Support Equipment A. Iv. 2 Steel Filing Cabinets V. Firearm Deposit Box With Lock Vi. Sufficient Number Of Logbooks For Recordings Needed For The Duration Of The Contract. The Detachment Under The Command Of The Detachment Commander (dc) Shall Report Directly To The Pnoc Security Officer In Charge Of The Site. B. Detachment Incident Report Must Be Submitted To The Office Of The President Every Day Electronically. C. The Winning Bidder Must Submit A Detailed List Of Post-specific Duties And Performance Standards. Iv. Training Requirements A. Conduct At Least Two (2) Proficiency Firing Drills To Guards Issued With Firearms During The Contract Year, Including Gun Handling And Safety. Those Unable To Meet The Scores Set By Pnoc Will Have To Continue Practicing Until They Meet The Score. B. Provide Necessary Refresher Trainings To All Guards Detailed I. Riot Control Ii. Customer Relations Iii. Fire/earthquake Drill Iv. Evacuation Drill C. Semi-annual Earthquake Drill/evacuation Drill/firefighting Drill/training To Be Conducted By A Certified Person/agency.
