Description Title Of The Position: Engagement Of Gender And Development (gad) Consultant For The Development Of A Manual Of Operations (mop) For The Women Economic Empowerment (wee) Sectoral Monitoring And Evaluation (m&e) System Reporting Lines : Chief Gad Specialist, Sectoral Coordination Division (scd) Source Of Fund : Pcw-gaa Contract Price : Php144,000.00 Station : Scd Duration : April To June 2024 A. Rationale Monitoring And Evaluating Gender Mainstreaming Efforts Within The Women Economic Empowerment (wee) Sector Is Essential For Identifying Gaps And Challenges That Can Be Effectively Addressed Through Gender And Development (gad) Planning And Budgeting (gpb). Crucial To This Process Are Gender Equality And Women’s Empowerment (gewe) Indicators And Datasets, Which Play A Key Role In Assessing Various Aspects Of Women’s Welfare, Access To Opportunities And Resources, Awareness On The Integration Of Gender Perspective In All Processes And Procedures Of Government Services, Legal And Human Rights, Safety And Health, Barriers To Wee, Participation And Representation In Social And Political Decision-making Platforms, And Control Over Resources. Despite Government Agencies Maintaining Program-based And Administrative Databases, The Absence Of Standardized Terminology For Indicators / Metrics Presents A Significant Challenge. Key Challenges In Utilizing Gender-responsive Planning And Budgeting And Achieving Impactful Gender Mainstreaming Are: 1) Awareness: Lack Of Awareness And Appreciation On The Value Of Sex-disaggregated Data (sdd), Both Within The Organization And Their External Clients; 2) Data Availability: Inadequacy Of Data Systems To Capture And Aggregate Information; 3) Data Quality: Issues With Data Quality, Such As Non-standardized Data Definitions Or Inaccuracies Of Indicators; And 4) Data Use: Limited Sharing Of Sdd And Coordination Among Government Actors To Maximize Utilization For Effective Planning And Programming. In The Philippines, There Is No Centralized Data-sharing Platform For The Status Of Women Among Government Agencies Mandated To Advance Wee Sector. Such Platform Could Integrate Data From Relevant Stakeholders And Partners Including The Private Sector, Civil Society Organizations, Non-government Organizations, And Funding Organizations, To Inform Stakeholders On The Following: 1) Equitable Access Of Women Farmers, Agrarian Reform Beneficiaries, And Fisherfolks To Opportunities, Productive Resources, And Gender-responsive Programs; And 2) Equitable Access Of Women Entrepreneurs On Business Knowledge, Consumer Rights, Negotiating Skills, And Resources To Participate In Trade And Industry And Entrepreneurship. To Address These Challenges, The Philippine Commission On Women (pcw)-sectoral Coordination Division (scd), Has Taken Steps To Raise Awareness And Ensure Collection Of Sdd By The Key Implementing Agencies (kias). Emphasis Is Also Placed On Data Quality Through The Process Of Data Harmonization, Which Involves Unifying Disparate Data Fields, Formats, And Terms Among Kias. An Activity Was Conducted On 7 November 2023, Bringing Together Wee Kias To Discuss And Come Up With A Data Sharing Agreement, And Align Indicators And Data Sets. As A Subsequent Initiative, The Pcw-scd Proposes To Develop A Wee Monitoring And Evaluation (m&e) System. This System Will Collect Data From The Kias, Generate Preliminary Reports For Evidence-based Policy Analysis And Development, And Strategic Planning And Programming Among The Kias In The Wee Sector. It Will Facilitate Also Trend Analysis, Setting Of Targets, Tracking Of Progress, And Performance Analysis. Lastly, The System Will Be Useful In Mapping Out The National And Regional State Of Wee, Providing Valuable Insights For Informed Decision-making. However, Within This Semester, The Scd Endeavors To Target The Development Of The Wee M&e Operations Manual. The Development Of The Prototypes Will Be Targeted On Cy 2025, Subject To The Approval Of The Pcw Management Committee. This Manual Will Serve As A Guide For Implementing The M&e System Effectively. B. General Objective/s The Overall Objective Of Hiring A Gad Consultant Is To Assist The Pcw Scd’s Sectoral Coordinators To Develop A Mop For The Wee Sectoral M&e System To Be Conducted On April To June 2024. Also, The Specific Objectives Of Hiring A Gad Consultant Will Be To Handle The Following Activity Objectives:  Participate In The Coordination And Conceptualization Meetings;  Draft The Mop For The Wee Sectoral M&e System;  Present The Draft Mop To Pcw’s Management Committee; And  Finalize The Mop For The Wee Sectoral M&e System. C. Scope Of Work And Expected Outputs The Following Are The Scope Of Works And Expected Outputs Of The Gad Consultant From April To June 2024:  Attend The Planning/conceptualization Meetings;  Draft The Mop For The Wee Sectoral M&e System;  Present The Draft Mop To Pcw’s Management Committee (mancom); And  Finalize The Mop For The Wee Sectoral M&e System. Minimum Qualification/s The Gad Consultant Should Have The Following Competencies, Qualifications And Experience: Functional Competencies  Excellent Writing Skills In English;  Strong Analytical Skills And Ability To Analyze And Integrate Diverse Information From Various Sources;  Knowledge And Understanding Of Gender And Development And Use Of Gender-fair Language And Images;  High Level Attention To Detail;  Flexible With Collaborative Attitude; And  Ability To Meet Strict Deadlines. Academic Qualifications • Preferably With Master’s Degree In Social Sciences, Such As Community Development, Public Administration, Economics, Or Public Policy, Agriculture, Forestry, Fisheries, Agribusiness Management, Business Management, Or Allied Courses. Experience • Minimum 5 Years Of Relevant Experience In Economic Policy Making And Program Development; • With Advanced Knowledge And Significant Experience In Developing And Application Of Monitoring Tools Particularly In Monitoring And Evaluation Of Programs/ Projects; • Knowledge And Strong Understanding Of The Issues On Socioeconomic, Gender And Development Is Desirable; • Previous Working Experience With Government Offices, Ngos, Developmental Organizations Is Preferred. F. Professional Fees And Terms Of Payment The Gad Consultant Shall Be Paid A Total Professional Fee Of One Hundred Forty-four Thousand Pesos (php144,000.00) Subject To The Mandatory Government Taxes And Fees. The Payment Shall Be Made In Three (3) Tranches With The Following Schedule Of Payments Based On Submission Of The Expected Outputs Subject To The Issuance Of A Certificate Of Acceptability By The Chief Gad Specialist Of The Sectoral Coordination Division: 1) 20% - Upon Signing Of Contract; 2) 40% - Submission Of The Mop Outline And Draft Mop For The Wee Sectoral M&e System; And 3) 40% - Upon Submission Of The Finalized Mop For The Wee Sectoral M&e System. G. Working Conditions And Arrangements The Gad Consultant Will Work In Close Coordination With The Chief Gad Specialist Of The Pcw-scd And The Assigned Sectoral Coordinators For The Wee Sector. The Gad Consultant May Employ Or Sub-contract Other Researchers Or Workers To Work With Him/her And Pay Them Using His/her Consultancy Fee.
