Description Invitation To Bid For Provision Of Courier Services For The Distribution Of Advocacy And Iec Materials (philmech-rcef-22-08-13) 1. The Philippine Center For Postharvest Development And Mechanization (philmech) Through Its Fy 2022 Regular Fund And Fy 2022 Rice Competitive Enhancement Fund (rcef) Intends To Apply The Below-specified Amounts, Being The Approved Budget For The Contract (abc) For Each Lot, As Indicated Herein To Payments Under The Contract For The Provision Of Courier Services For The Distribution Of Advocacy And Iec Materials. Bids Received In Excess Of The Abc Shall Be Automatically Rejected During Bid Opening. 2. The Philmech Now Invites Bids From Eligible Bidders For The Provision Of Courier Services For The Distribution Of Advocacy And Iec Materials. Delivery Of The Goods Is Required Within Seventy Five (75) Calendar Days From Receipt Of The Notice To Proceed. Bidders Should Have Completed Within Ten (10) Years From The Date Of Submission And Receipt Of Bids A Contract Similar To The Project. For This Purpose, A Similar Contract Shall Refer To Any Contract For The Provision Of Courier Services. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary Pass/fail Criteria As Specified In The 2016 Revised Implementing Rules And Regulations (irr-a) Of Republic Act 9184 (r.a. 9184), Otherwise Known As The “government Procurement Reform Act”. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra 5183 4.
