Description Invitation To Bid For The Design And Build For The Establishment Of Nfa Modernized Warehouse In Support To Buffer Stocking Program At Nfa Compound, Concepcion, Tarlac 1. The National Food Authority (nfa) Central Office, Through The Nfa Capital Outlay Budget For 2024 Intends To Apply The Sum Of Sixty-six Million Four Hundred Fifty-five Thousand Seven Hundred Two Pesos (php66,455,702.00), Being The Approved Budget For The Contract (abc) To Payments Under The Contract Design And Build For The Establishment Of Nfa Modernized Warehouse In Support To Buffer Stocking Program At Nfa Compound, Concepcion, Tarlac Under Project Identification Number 2024-09. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Nfa Central Office Through Its Bids And Awards Committee, Now Invites Bidders With Pcab License Having A Minimum Size Range “large B” And Corresponding License Category “aaa” With Classification Gb-1/general Building Or Industrial Plant (per Pcab Circular No. 201 Series Of 2017). Bidders Should Have Completed, Within The Last Three (3) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). Completion Of The Works Is Required Two Hundred Forty (240) Calendar Days From Receipt Of The Notice To Proceed. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non- Discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. 4. In Accordance With Government Procurement Policy Board (gppb) Circular 06-2005- Tie-breaking Method, The Bids And Awards Committee (bac) Shall Use A Non-discretionary And Non-discriminatory Measure Based On Sheer Luck Or Chance, Which Is “draw Lots”, In The Event That The Two (2) Or More Bidders Have Been Post-qualified And Determined As The Bidder Having The Lowest Calculated And Responsive Bid (lcrb), Based On The Following Procedures; • In Alphabetical Order, The Bidder Shall Pick One Rolled Paper. • The Lucky Bidders Who Would Pick The Paper With A “congratulations” Remark Shall Be Declared As The Final Bidder Having The Lcrb And Recommended For The Award Of The Contract. 11.
