Description Republic Of The Philippines Municipality Of Ibaan Batangas Bids And Awards Committee Resolution No. 2024-1692 Resolution Recommending Small Value Procurement As An Alternative Method Of Procurement Whereas, Pursuant To Article Iv, Section 10 Of R.a. No. 9184, All Procurement Shall Be Done Through Competitive Bidding, Except As Provided For In Article Xvi Of This Act. Whereas, Article Xvi Particularly Section 48 Provides Alternative Methods And States That Subject To The Prior Approval Of The Head Of The Procuring Entity Or His Duly Authorized Representative, And Whenever Justified By The Conditions Provided In This Act, The Procuring Entity May, In Order To Promote Economy And Efficiency, Resort To Any Of The Alternative Methods Of Procurement. Whereas, The Pantawid Pamilyang Pilipino (4p’s) Aims To Reduce The Occurrence If Not Curb The Cycle Of Poverty. With This, Intensive Social Case Management Strategy Is Implemented As The Process To Guide The Shepherding 4p’s Households Achieve Improve The Well-being By Providing Appropriate Interventions Based On Accurate Analysis Of Client’s Needs Towards Reducing Vulnerability And Sustaining Resilience Towards Their Eventual Exit To The Program; Whereas, Purchase Request Dated July 18, 2024 For The Supply And Delivery Of Food Packs Is Attached Thereto; Whereas, Under Section 53.9 Of The Irr Of Ra 9184 Defines Small Value Procurement As Procurement Of Goods, Infrastructure Projects And Consulting Services, Where The Amount Involved Does Not Exceed The Threshold Prescribed In Annex "h" Of The Irr: Provided, That In Case Of Goods, The Procurement Does Not Fall Under Shopping In Section 52 Of This Irr. Whereas, The Said Annex “h” Of Irr Of Ra 9184 Further Defines The Small Value Procurement Of (a) Goods Not Covered By Shopping Under Section 52 Of The Irr Of Ra 9184, (b) Infrastructure Projects, And (c) Consulting Services, Where The Amount Involved Does Not Exceed Two Hundred Thousand Pesos (p200,000.00); Whereas, The Approved Budget For The Supply And Delivery Of Food Packs, Pugay Tagumpay/pantawid Pamilya Households Graduation Ceremony, Mswdo, Municipality Of Ibaan, Batangas Is One Hundred Sixty-nine Thousand Pesos Only (p169,000.00). Now Therefore, We The Members Of The Bids And Awards Committee, Resolved As It Is Hereby Resolved To Recommend Small Value Procurement As An Alternative Method Of Procurement Under Section 53.9 Of The Irr Of Ra 9184 For The Supply And Delivery Of Food Packs.
