The bid capacity required in the given tender can be extracted from the following parameters and formulas: 1. Average Turnover: - 8 Cr: 20 marks - Additional 2 marks for every additional turnover of Rs.1 Cr, subject to a maximum of 30 marks. - Formula: 20 + (2 * (Turnover - 8 Cr) / 1 Cr), up to 30 marks 2. Technical Experience: - 0.8 Lakhs: 10 marks - Additional 2 marks for every additional experience of Twenty Thousand MT, subject to a maximum of 20 marks. - Formula: 10 + (2 * (Experience - 0.8 Lakhs) / 20,000 MT), up to 20 marks 3. Project Delivery: - 5 marks for each site with more than 1,00,000 MT where successful bio-mining of legacy waste has been completed/ongoing, subject to a maximum of 10 marks. - Formula: 5 * (Number of sites with more than 1,00,000 MT), up to 10 marks 4. RDF Disposal Experience: - Minimum 2,000 MT: 5 marks - Additional 1 mark for every additional experience of 1000 MT, subject to a maximum of 10 marks. - Formula: 5 + (1 * (Experience - 2,000 MT) / 1,000 MT), up to 10 marks Additionally, the bid capacity required includes: - Processing charges per MT (excluding applicable taxes) - Bid Security of Rs 8,00,000.00 - Minimum 5 years of experience in SWM - Initial implementation plan - Technical experience Formulas for penalties: 1. Monthly Payment = {(Total quantum of Waste processed from the project site per month) * Approved Processing Fee per MT} – Applicable Penalty – Mobilization Advance (if applicable) 2. Penalty for Non-Compliance: - Non-compliance to Environmental Standards: Rs. 30,000/- per Incidence per day till compliance is achieved. - Non-provision/ delay in the provision of site facilities: Rs. 15,000/- per item per day till compliance is achieved. - Non-compliance with Safety Standards: Rs. 3,000/- per Incidence per day till compliance is achieved. - Failure to process the minimum average specified quantity of legacy waste: Per day penalty = (Target Qty – Actual Qty) * Processing Fee for per MT of Legacy Waste processed from the Project Site - Failure to Submit Progress Report on time: Rs. 5,000/- per incidence - Delay in Completion of Project: (Approved Project Cost)/ 730 * Duration of delay in days Incentives: - 2.5% of total contract value for every 6 (six) months early completion. Therefore, the bid capacity required involves both the physical capability to process waste and the financial capability to absorb potential penalties or benefit from early completion incentives, with specific formulas provided for calculating marks and penalties.
