Description Request For Expression Of Interest For Consultancy Services For The Conduct Of Topographic, Bathymetric Survey And Hydrologic Analysis Within The Municipality Of Oton Rei No. 2024-01 1. The Local Government Unit Of Oton, Through The Budget Approved By The Sanggunian, Supplemental Budget No. 2022-02, Municipal Engineering Office, Intends To Apply The Sum Of Three Million Pesos (php 3,000,000.00) Being The Approved Budget Contract (abc) To Payments Under The Contract For Consultancy Services For The Conduct Of Topographic, Bathymetric Survey And Hydrologic Analysis Within The Municipality Of Oton. Bids In Excess Of The Approved Budget Contract (abc) Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Local Government Unit Of Oton Now Calls For The Submission Of Eligibility Documents For The Consultancy Services For The Conduct Of Topographic, Bathymetric Survey And Hydrologic Analysis Within The Municipality Of Oton. Eligibility Documents Of The Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before February 16, 2024 At 2:00pm At The 2nd Floor Bac Office, Mabini Street, Oton, Iloilo. Applications For Eligibility Will Be Evaluated Based On A Non- Discretionary “pass/fail” Criterion. 3. Interested Bidders May Obtain Further Information From The Local Government Of Oton And Inspect The Bidding Documents At The Address Given Below From 8:00 Am To 5:00 Pm. 4. A Complete Set Of Bidding Documents May Be Acquired By The Interested Bidders On January 30, 2024 To February 16, 2024 From The Address Below Upon Payment Of The Non-refundable Amount Pursuant To The Latest Gppb, In The Amount Of Five Thousand Pesos (php 5,000.00) At The Municipal Treasurer’s Office, Oton, Iloilo. 5. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Of Documents And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As “government Procurement Reform Act”, And It’s Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: A) Applicable Experience Of The Consultant And Members In Case Of Joint Ventures, Considering Both The Overall Experiences Of The Firm Or, In The Case Of New Firms, The Individual Experiences Of The Principal And Key Staff Including The Times When Employed By Other Consultants; - 50% B) Qualification Of Personnel Who May Be Assigned To The Job Vis-a-vis Extent And Complexity Of The Undertaking; And - 30% C) Current Workload Relative To Capacity - 20% Total 100% 6. Bidding Will Be Conducted Through Open Competitive Bidding Documents Procedure Using Non- Discretionary “pass/ Fail” Criterion Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/ Sole Proprietorship, Cooperatives And Partnership Or Organizations With At Least Sixty Percent (60%) Percent Interest Or Outstanding Capital And Stock Belonging To The Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation/selection (qbe/ Qbs) Procedure. 8. The Contract Shall Be Completed Within Ninety (90) Calendar Days. 9.
