Description I. Rationale The Juvenile Justice And Welfare Council (jjwc) Is Seeking The Expertise Of A Skilled Web Design Professional To Conduct A Comprehensive Review And Enhancement Of Its Website. The Jjwc, As A Policy-making, Coordinating, And Monitoring Body Tasked With Implementing The Juvenile Justice And Welfare Act Of 2006, Recognizes The Importance Of Maintaining An Effective Online Presence To Fulfill Its Mandate And Engage With Stakeholders. Ii. Objectives This Project Aims To: 1. Conduct A Review And Enhancement Of The Juvenile Justice And Welfare Council (jjwc) Website To Ensure Its Effectiveness As The Primary Interface Between The Jjwc And Its Stakeholders. 2. Address Reported Issues With Non-functioning Pages And Improve Overall Design And Navigation To Significantly Enhance The User Experience For Visitors Seeking Information On Juvenile Justice Policies And Duty-bearers Responsible For Implementation. 3. Enhance Online Accessibility Of Information, Education, And Communication (iec) Materials, Resolutions, And Other Communications Materials To Empower Stakeholders With The Necessary Knowledge And Resources To Support The Jjwc's Initiatives And Contribute To Positive Outcomes In Juvenile Justice And Welfare. 4. Reinforce The Jjwc's Commitment To Transparency, Accountability, And Efficient Governance While Advancing Its Mission Of Advocating For Juvenile Justice And Welfare. Iii. Tasks And Deliverables Of Web Developer In The Span Of The Contract, The Service Provider Shall Perform The Following Tasks: 1. Review The Current Jjwc Website, Including Its Design, Functionality, And Navigation Structure; 2 2. Identify And Assess Any Existing Issues, Such As Non-functioning Pages Or Navigation Difficulties; 3. Propose And Implement Design Enhancements To Improve User Experience, Accessibility, And Overall Effectiveness In Compliance With The Philippine Government Web Template General Guidelines By The Department Of Science And Technology; 4. Implement The Design To The Jjwc Official Website With Compatible Access Through Both Desktop Computers And Mobile Phones, Under The Supervision Of The Jjwc National Secretariat; 5. Test The Webpage And Revise And Enhance The Design And Its Application As Necessary, Based On Inputs From The Jjwc National Secretariat; 6. Sort Existing Contents Of The Website Accordingly, Without Compromising Accessibility And Availability Of The Items; 7. Perform Tasks With Utmost Professionalism And Integrity, Prioritizing Confidentiality, Privacy, And Security Of The Website; 8. Provide Technical Assistance To The Jjwc National Secretariat Through Intensive Discussion Of Maintenance Of The Design And Uploading Of Data And Content In The Jjwc Official Website; 9. Attend Meetings With The Jjwc National Secretariat; And 10. Perform Other Tasks Related To Web Design And Development Of The Jjwc Official Website. Iv. Duration Of Contract The Web Developer Shall Perform The Tasks And Deliverables Enumerated Herein From The Months Of March To September 2024: Deliverables Timeline First Meeting Of Web Developer With Jjwc National Secretariat Upon Hiring Of The Web Developer Submission Of A Detailed Report Outlining Findings From The Website Review, Including Identified Issues And Proposed Solutions. Seven (7) Calendar Days Following The First Meeting Of The Web Developer And The Jjwc National Secretariat Submission Of First Draft Of Web Design Fourteen (14) Calendar Days Following The Received Of The Detailed Report With Inputs From The Jjwc National Secretariat Submission Of 2nd Draft Of Design Mockups Or Prototypes Reflecting Proposed Enhancements To The Jjwc Website. Fourteen (14) Calendar Days Following The Received Of The Inputs From The Jjwc National Secretariat To The 1st Draft Of Design Mock-ups Or Prototypes Implementation And Application Of The Agreed-upon Design Changes And Improvements (desktop Computer And Mobile Phone Compatibility) May To June Approval Of The Final Interface And Design Of The Jjwc Website, As Implemented June 3 Deliverables Timeline Provision Of Technical Assistance By The Web Developer To The Jjwc National Secretariat Regarding Maintenance Of The Website July To September V. Payment Of Remuneration The Web Developer/designer Shall Be Paid The Total Amount Of One Hundred Twenty Five Thousand Pesos (php125,000.00) Inclusive Of Tax. This Shall Cover All The Professional Services And/or Online Subscriptions Needed For The Accomplishment Of The Project. The Cost Shall Be Paid In Three (3) Tranches: Tranche Deliverables Payment First Tranche Approval Of The Developed And Submitted Web Design Plans Php50,000.00 Second Tranche Implementation And Application Of The Designs To The Jjwc Official Website (desktop Computer And Mobile Phone Compatibility) With Revision And Enhancements Based On Inputs From Jjwc National Secretariat Php50,000.00 Third Tranche Provision Of Technical Assistance By The Web Developer To The Jjwc National Secretariat Regarding Maintenance Of The Website Php25,000.00 Vi. Selection Criteria Criteria Rating 1. The Service Provider Shall Have Previous Project/s With Government Agencies Or Organizations Similar Or Related To Web Developing And Designing In The Past Three (3) Years. 30% 2. The Service Provider Shall Have Relevant Professional Background And Experience In The Key Elements Of Web Designing And Developing, Including Digital Arts And Design, Web Application Programming And Publishing, Interactivity And Usability Testing. 30% 3. Submission Of At Least Two (2) Sample Works Related To The Project. 25% 4.
