The bid capacity required in the given tender is: - Cumulative daily design capacity of the bidder to be minimum of 135% of daily generation in the city, i.e., 70 TPD for the City of selected ULBs (Daily waste generation is 52 TPD). Formula: Cumulative daily design capacity ≥ 1.35 * Daily waste generation Value: Cumulative daily design capacity ≥ 1.35 * 52 TPD = 70 TPD. Additionally, the bidder must have access to liquid assets or credit facilities of a minimum value of INR 25,00,000. Also, the bidder should have a cumulative daily design capacity of minimum 175% of daily generation for scoring 25 marks in technical evaluation. Formula: Cumulative daily design capacity ≥ 1.75 * Daily waste generation Value: Cumulative daily design capacity ≥ 1.75 * 52 TPD = 91 TPD. The financial score (Sf) is calculated using the formula: Sf = 100 x (Fm / F), where Fm is the lowest price and F is the price of the proposal under consideration. The final composite score (CS) is calculated using the formula: CS = (St × 0.3) + (Sf × 0.7), where St is the technical score and Sf is the financial score. The Combined Score (S) will be calculated using the formula: S = ST * 0.3 + SF * 0.7, where ST is the Technical score secured by the bidder, and SF is the Financial score secured by the bidder. The bidder's financial score (SF) will be evaluated using the formula: SF = [Fmin / Fb] * 100 (rounded off to 2 decimal places), where SF is the Normalized financial score of the bidder, Fmin is the Minimum financial quote among the technically qualified bidders, and Fb is the Financial quote of the bidder.

The bidder is required to have prior work experience in legacy waste management projects, with specific requirements including:
- One legacy waste management project of 70% (37,000 MT) of the total defined legacy waste to be remediated, - Or two legacy waste management projects of 60% (31,800 MT) of the total defined legacy waste to be remediated, - Or three legacy waste management projects of 50% (26,500 MT) of the total defined legacy waste to be remediated, - Or cumulative daily design capacity of the bidder to be minimum of 175% of daily generation in the city i.e 91 TPD. Alternatively, the bidder can also have:
- One legacy waste management project of 60% (31,800 MT) of the total defined legacy waste to be remediated, - Or two legacy waste management projects of 50% (26,500 MT) of the total defined legacy waste to be remediated, - Or three legacy waste management projects of 40% (21,000 MT) of the total defined legacy waste to be remediated, - Or cumulative daily design capacity of the bidder to be minimum of 160% of daily generation in the city i.e 83 TPD. Additionally, the bidder can also have:
- One legacy waste management project of 50% (26,500 MT) of the total defined legacy waste to be remediated, - Or two legacy waste management projects of 40% (21,000 MT) of the total defined legacy waste to be remediated, - Or three legacy waste management projects of 30% (16,500 MT) of the total defined legacy waste to be remediated, - Or cumulative daily design capacity of the bidder to be minimum of 150% of daily generation in the city i.e 78 TPD. The value of similar completed works in the last 7 years is scored as 25 marks, with specific requirements including:
- One legacy waste management project of 70% (37,000 MT) of the total defined legacy waste to be remediated, - Or two legacy waste management projects of 60% (31,800 MT) of the total defined legacy waste to be remediated. The bidder is also required to have a cumulative daily design capacity of minimum 135% of daily generation in the city, which is 70 TPD, with a cumulative design capacity across a maximum of 5 projects in waste processing/treatment/recycling in the last 7 years. Note that start-up firms/companies registered under the Start-Up India Programme by the Government of India are exempted from the prior experience and prior turnover under the eligibility and pre-qualification criteria.
