Description 1. The Governance Commission For Goccs (gcg), Through The General Appropriations Act Of 2024 (gaa 2024) And The Continuing Appropriations Under Gaa 2023 Intends To Apply The Total Sum Of Four Million Eight Hundred Eighty-seven Thousand Six Hundred Ninety-two Pesos Only (₱4,887,692.00) Being The Abc To Payments Under The Contract For Procurement Of Supply And Delivery Of Brand-new Computers For The Governance Commission For Goccs (gcg) For Cy 2024 (p.r. No. 24-0046). Bids Received In Excess Of The Abc For Each Lot Shall Be Automatically Rejected At Bid Opening. Lot No. Qty. Item Description Approved Budget For The Contract (abc) Fund Source 1 30 Units Mid-range Laptop Computers Php 2,400,000.00 Gaa 2024 2 30 Units Mid-range Desktop Computers Php 2,087,692.00 Gaa 2023 3 5 Units Executive Laptop Computers Php 400,000.00 Gaa 2023 2. The Gcg Now Invites Bids For The Above Procurement Project. The Delivery Of Mid-range Laptop Computers, Mid-range Desktop Computers, And Executive Laptop Computers Must Be Completed Within Sixty (60) Calendar Days From The Receipt Of Each Purchase Order. The Bidder Must Have Completed A Similar Contract For Supply And Delivery Of Computers For The Past Three (3) Years From The Date Of Submission And Receipt Of Bids. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 4. Prospective Bidders May Obtain Further Information From Gcg And Inspect The Bidding Documents At The Address Given Below During The Hours Of 8:00am To 3:00pm, Mondays To Fridays. 5. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders On 15 July 2024 From The Given Address And Website(s) Below And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Five Thousand Pesos (₱5,000.00) Each For Lot Nos. 1 And 2, And One Thousand Pesos (₱1,000.00) For Lot No. 3. The Procuring Entity Shall Allow The Bidder To Present Its Proof Of Payment For The Fees In Person, By Facsimile, Or Through Electronic Means Provided That The Presentation Of The Same Be Done Before The Scheduled Bid Opening. 6. Bids Submitted Late Will Not Be Accepted. 8. All Bids Must Be Accompanied By A Bid Security In Any Of The Acceptable Forms And In The Amount Stated In Itb Clause 14. 9. Bid Opening Shall Be On 12 August 2024, 2:00pm At The Given Address. Bids Will Be Opened In The Presence Of The Bidders’ Representatives Who Choose To Attend The Activity Either Physically At The Given Address Below Or Through Video Conferencing. 10. The Gcg Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Sections 35.6 And 41 Of The 2016 Revised Irr Of Ra No. 9184, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 11.
