Call for expressions of interest: Establishment of a list of individual external experts to assist CEPOL in the framework of the Financial Investigation In-Service Training, Western Balkan (CEPOL FI) project CEPOL is looking for highly skilled prospective individual experts that will support the Agency in the implementation of the CEPOL FI project. Thematic Areas — Good practices of financial investigations with attention on tackling offshore phenomenon, the exploitation of crime enablers (e.g. money laundering syndicates, underground banking, informal value transfer systems such as. Hawala system, cash collectors, money mules), — Anti-money laundering legislation and practice, — Patterns on various forms of money laundering (cash, electronic, underground banking, tradebased, precious metals, virtual currency, — Integration of financial investigations into organised crime investigations, — Cooperation of competent authorities – FIUs, police, tax and customs agencies, financial sector in the prevention/control mechanisms, — Asset recovery management (asset tracing, identification, seizure, confiscation, asset management), — The application of modern criminal intelligence tools, methods in financial investigations, information and intelligence analysis methods and instruments, — Virtual currencies, crypto currencies use by OCGs, intelligence collection & investigations in Darknet, — Open Source Intelligence, — Application of special investigative methods (undercover operations, informant handling), — Financial forensics with particular focus on digital evidence, — Intelligence and investigation of terrorism financing, — The use of International/EU cooperation law enforcement instruments, — The role of International/EU actors in the fight against criminal financing, such as Europol, Eurojust, OLAF, Interpol and networks such as FIU, CARIN, AMON, the Egmont Group and ALEFA, — Judicial investigations, including converting intelligence into viable evidence for court use, — Application of international judicial cooperation instruments, — Cooperation with financial sector in line with multidisciplinary approach, — Improvement of financial investigation capacity (leadership, law enforcement structure, training), — Peer review of training activity.
