Description Invitation To Bid For Procurement Of Security Services For Deped Ro-ix For Fy 2025 (early Procurement Activity) 1. The Department Of Education Region -ix, Through The Government Of The Philippines Intends To Apply The Sum Of One Million Seven Hundred Thirty Nine Thousand Four And 46/100 Pesos (php 1,739,004.46) Being The Abc To Payments Under The Contract For Procurement Of Security Services For Deped Ro-ix For Fy 2025 With Project Identification Number 2024-10-216. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Department Of Education Region -ix Now Invites Bids For The Above Procurement Project. Prospective Bidder Should Have Completed, Within A Period Of Three (3) Years Immediately Preceding The Deadline For Submission Of Bids, Single Largest Completed Contract (slcc) Similar To The Contract To Be Bid And The Value Of Which, Adjusted, If Necessary, By The Bidder To Current Prices Using The Philippine Statistics Authority’s (psa’s) Consumer Price Index (cpi), Must Be At Least Fifty Percent (50%) Of The Abc Of The Lot Bid For. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non- Discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. A. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 4. Interested Bidders May Signify Their Intent To Purchase The Bidding Documents Through Email At Region9.bac@deped.gov.ph. Upon Receipt Of The Bidder’s Information Sheet, The Bac Secretariat Will Send Through Email The Details Of The Deped Ro Ix Trust Fund Account For Payment. Upon Payment, Bidders May Send Through Email The Proof Of Payment Before The Deadline For Submission Of Bids. Upon Receipt Of Proof Of Payment, The Bac Secretariat Will Send The Electronic Copy Of The Bidding Documents. 6. Bids Must Be Duly Received By The Bac Secretariat Through Manual Submission At The Office Address Indicated Below On Or Before 1:30 P.m. November 21, 2024. Late Bids Shall Not Be Accepted. 8. All Bids Must Be Accompanied By A Bid Security In Any Of The Acceptable Forms And In The Amount Stated In Itb Clause 14. 9. Bid Opening Shall Be At 2:00pm November 21, 2024 At The Conference Hall, Deped Ro- 9, President Corazon C. Aquino Regional Government Center, Balintawak, Pagadian City And/or Through Video Conferencing Or Webcasting Via Teams. Bids Will Be Opened In The Presence Of The Bidders’ Representatives Who Choose To Attend The Activity. Only Two (2) Representatives Per Bidder Will Be Allowed To Enter The Venue. For The Purpose Of Constituting A Quorum, Both The Physical And Virtual Presence Of The Bac Members Shall Be Considered Pursuant To Gppb Resolution No. 09 -2020. 10. Bidders Are Requested To Submit (3) Three Additional Hard Copies Of Their Bid As Allowed In Itb Clause 15. 11. The Department Of Education Region -ix Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Sections 35.6 And 41 Of The 2016 Revised Irr Of Ra No. 9184, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders.
