The Department Of Budget And Management (dbm), Through The Authorized Appropriations Under The Fy 2024 General Appropriations Act And Multi-year Contractual Authority No. Myca-bmb-c-24-0000035, Intends To Apply The Sum Of One Million Seven Hundred Twenty Thousand Eight Hundred Ninety Pesos (p1,720,890.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Project, “consultancy Services For The Engagement Of A Certification Body For The Re-certification/reassessment And Surveillance Audits Of The Dbm Quality Management System (qms) Per Iso 9001:2015 Standard (project Id No. Dbm-2024-62),” Covering Fys 2024 To 2026, With The Breakdown Of Abc As Follows: Fy 2024 Eight Hundred Twenty-one Thousand Six Hundred Thirty Pesos (p821,630.00) Fy 2025 Four Hundred Forty-nine Thousand Six Hundred Thirty Pesos (p449,630.00) Fy 2026 Four Hundred Forty-nine Thousand Six Hundred Thirty Pesos (p449,630.00) The Period For The Performance Of The Obligations Under The Contract Shall Not Go Beyond The Validity Of The Corresponding Appropriations For The Project. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Dbm Now Calls For The Submission Of Eligibility Documents For The Above-mentioned Project, In The Duration Of Which The Consultant Is Expected To Provide Audit Services For The Re-certification/reassessment And Surveillance Audits Of The Dbm Qms Per International Organization For Standardization (iso) 9001:2015 Standard. The Dbm Will Hold A Meeting On The Eligibility Documents With The Prospective Bidders/interested Consultants (i.e., Consulting Firm/group) On June 25, 2024, 11:00 A.m., At The Bac Conference Room, Ground Floor, Dbm Building Iii, General Solano St., San Miguel, Manila, And/or Through Video Conferencing Or Webcasting, Which Shall Be Open To Prospective Bidders/interested Consultants. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184, Otherwise Known As The “government Procurement Reform Act.” Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expressions Of Interest And Have Been Determined As Eligible In Accordance With The Provisions Of Ra No. 9184 And Its 2016 Revised Irr. The Short List Shall Consist Of A Maximum Of Five (5) Prospective Bidders Who Will Be Entitled To Submit Bids. The Bac Shall Consider The Short List Should Less Than Five (5) Prospective Bidders Apply For Eligibility And Short Listing, And Actually Pass The Eligibility Check Or Pass The Minimum Score Required. 8. In Accordance With Section 24 Of Ra No. 9184 And Its 2016 Revised Irr, The Criteria And Rating System For Short Listing Are: I. Applicable Experience And Capability Of The Firm - In Case Of Joint Ventures, Considering Both The Overall Experience Of The Firms Or, In The Case Of New Firms, The Individual Experiences Of The Principal And Key Staff - Including The Times When Employed By Other Consultants (40 Points); Ii. Qualification Of Personnel Who May Be Assigned To The Project Vis-à-vis Extent And Complexity Of Undertaking (40 Points); And Iii. Current Workload Relative To Capacity (20 Points). The Criteria And Rating System For The Short Listing Of Consultants Shall Be Provided In Detail In The Eligibility Data Sheet. 9. The Procuring Entity Shall Evaluate The Short Listed Consultants Using The Quality-cost Based Evaluation Procedure. The Procuring Entity Shall Indicate The Weights To Be Allocated For The Technical And Financial Proposals. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 10. The Contract Shall Be Completed Within September 2024 To December 2026. 11. The Dbm Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Awarding Of The Contract In Accordance With Sections 35.6 And 41 Of Ra No. 9184 And Its 2016 Revised Irr, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders.
