Description Invitation To Bid “supply And Delivery Of Mid-range Laptops” 1. The Department Of Budget And Management (dbm), Through The Fy 2025 National Expenditure Program, Intends To Apply The Sum Of Forty-seven Million Six Hundred Thousand Pesos (p47,600,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The “supply And Delivery Of Mid-range Laptops” (project Id No. Dbm-2025-08-epa). For The Purpose Of Early Procurement Authorized Under Section 7.6 Of The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184, The Proposed Budget Under The Fy 2025 National Expenditure Program Shall Be Used As Basis. Further, Consistent With The Requirement In The Same Section 7.6, No Award Of Contract Shall Be Made Until The Approval And Effectivity Of The Fy 2025 General Appropriations Act. The Period For The Performance Of The Obligations Under The Contract Shall Not Go Beyond The Validity Of The Appropriation For The Project. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Dbm Now Invites Bids For The Above-entitled Procurement Project. Delivery Of The Goods Is Required As Specified In Section Vi (schedule Of Requirements) Of The Bidding Documents. Bidders Should Have Completed Within The Period Of November 26, 2019 To November 25, 2024 A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Irr Of Ra No. 9184.
