Description The Department Of Budget And Management Regional Office Xi (dbm Roxi), Through The Fy 2025 National Expenditure Program Intends To Apply The Sum Of Five Million Pesos Only (p 5,000,000.00) (vat Inclusive) Being The Abc To Payments Under The Contract For Supply, Delivery, Installation, Testing And Commisioning Of One (1) Diesel Generator Set No. Pbepa 2024-10-02. For The Purpose Of Early Procurement Authorized Under Section 7.6 Of The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184, The Proposed Budget Under The Fy 2025 National Expenditure Program Shall Be Used As The Basis. Further, Consistent With The Requirement In The Same Section 7.6, No Award Of Contract Shall Be Made Until The Approval And Effectivity Of The Fy 2025 General Appropriations Act. The Period For The Performance Of The Obligations Under The Contract Shall Not Go Beyond The Validity Of The Corresponding Appropriations For The Project. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Dbm Roxi Now Invites Bids For The Above Supply, Delivery, Installation, Testing And Commisioning Of One (1) Diesel Generator. Delivery Of The Goods Is Required Within Sixty (60) Days After The Receipt Of Notice To Proceed. Bidders Should Have Completed, Within Three (3) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Contract. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Nondiscretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 4.
