Description 1. The Department Of Agriculture Regional Field Office - Mimaropa, Through The Fy2024 General Appropriations Act (gaa) Intends To Apply The Sum Of One Hundred Million Pesos (php100,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Design And Build For The Construction Of The Department Of Agriculture Regional Office Building And Warehouse With Dormitory In Barcenaga, Naujan, Oriental Mindoro. Bids In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Department Of Agriculture Regional Field Office - Mimaropa Now Invites Bids For The Above Procurement Project. Completion Of The Works Is Required In Four Hundred Two (402) Calendar Days. Bidders Should Have Completed A Contract 50% Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. The Eligibility Of Design And Build Contractors Shall Be Based On Provisions Of Annex ‘g’ Of The 2016 Revised Irr Of Republic Act (ra) No. 9184, Including Legal, Technical And Financial Requirements. In The Technical Requirements, The Design And Build Contractor [ As In Solo Or In Joint Venture/ Consortia] Should Be Able To Comply With The Experience Requirement Under The Irr, Where One (1) Of The Parties [ In A Joint Venture/ Consortia] Should Have Completed At Least One (1) Similar Project, Over The Last Five (5) Years From The Date Of Bid Submission, Both In Design And Build, With At Least 50% Of The Cost Of The Abc Of The Project. The Joint Venture/ Consortia Contractor Must Also Submit Class ‘a’ And Class ‘b’ Documents. Bidding Will Be Conducted Through Open Competitive Bidding Procedures With A Two-step Evaluation Procedure Using Non-discretionary “pass/fail” Evaluation With A Point System As Specified In Annex G Of The 2016 Revised Irr Of Ra No. 9184. 4. Interested Bidders May Obtain Further Information From The Bac Secretariat Of The Department Of Agriculture Regional Field Office - Mimaropa And Inspect The Bidding Documents At The Da-mimaropa Satellite Office, 3/f Ati Bldg., Elliptical Road, Diliman, Quezon City During Mondays To Fridays From 8:00 Am To 5:00 Pm. 5. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders From The Bac Secretariat At The Da-mimaropa Satellite Office, 3/f Ati Bldg., Elliptical Road, Diliman, Quezon City And Upon Payment Of A Non-refundable Fee Not Later Than The Submission Of Their Bids In The Amount Of Fifty Thousand Pesos (php50,000.00) Cash Not Later Than The Submission Of Their Bids. 6. The Bids And Awards Committee Of The Department Of Agriculture Regional Field Office – Mimaropa Will Hold A Pre-bid Conference On November 8, 2024, 10:00 Am At Da-mimaropa Satellite Office, 3/f Ati Bldg., Elliptical Road, Diliman, Quezon City And Via Videoconferencing/webcasting, Which Shall Be Open To Prospective Bidders. 7. Bids Must Be Delivered And Duly Received By The Bac Secretariat Through Manual Submission At The Da-mimaropa Satellite Office, 3/f Ati Bldg., Elliptical Road, Diliman, Quezon City, On Or Before 10:00 Am Of November 20, 2024. Late Bids Shall Not Be Accepted. 8. All Bids Must Be Accompanied By A Bid Security In Any Of The Acceptable Forms And In The Amount Stated In Itb Clause 15. 9. Bid Opening Shall Be On November 20, 2024, 10:15 Am At The Da-mimaropa Satellite Office, 3/f Ati Bldg., Elliptical Road, Diliman, Quezon City. Bids Will Be Opened In The Presence Of The Bidders’ Representatives Who Choose To Attend The Activity And Via Videoconferencing/webcasting. 10. The Department Of Agriculture Regional Field Office – Mimaropa Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Sections 35.6 And 41 Of The 2016 Revised Implementing Rules And Regulations (irr) Of Ra No. 9184, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders.
