Description City Government Of Mandaluyong The Bids And Awards Committee Development, Installation And Testing Of An Online Application, Evaluation And Payment System With Technical Support Services For The Zoning And Green Building Division Of The Mandaluyong City Planning And Development Department 1. The City Government Of Mandaluyong, Through The Annual Budget Cy 2024 Intends To Apply The Sum Of Forty Eight Million (php48,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Procurement Of Development, Installation And Testing Of An Online Application, Evaluation And Payment System With Technical Support Services For The Zoning And Green Building Division Of The Mandaluyong City Planning And Development Department. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The City Government Of Mandaluyong Now Calls For The Submission Of Eligibility Documents For The Above-mentioned Project, Which Has The Following Objectives: • The Development, Installation, And Testing Of A Unified Software Application System, Including Cloud-based Universal System To Be Used By City Planning And Development Department, Along With Their Customers And Ancillary Agencies, In Order To Process, Monitor, And Store Permits And Other Applications. • Streamline The End-to-end Process From Application, Evaluation, And Approval Resulting To Minimum Face-to-face Interactions Among Cpdd, Its Ancillary Agencies, And Applicants. • Implenebt And Develop Integration Features, Such As Web Interface, Data Uploaders/downloaders, Payment System And Apl's, Allowing Ancillary Agencies And Other Regulatory Offices To Easily Participate In The Process. • Utilization Of Google Maps As A Core Feature For The Online Identification Of Location Of Establishments, Buildings, And Addresses That May Be Necessary For Permits. It Also Seeks To Achieve The Following Detailed Objecives: A. One Main General Platform Where The Lgu Can Deploy All Of Its Existing And Prospective Online Services From Compatible Providers B. Single Sign-on (sso) Via Facebook, Google & Mobile Number C. Required Email Verification Via Verification Email D. Stress-free Integration Through Readily-available Apls E. Online Mapping Modules F. Zoning Application Modules G. Green Building Application Modules H. Administrator Modules I. System Filter & Report J. Logistics And Mailing Provider Integration K. Cloud Hosting & Server Requirements (including Back-up Cloud) L. Main General E-payment System For Lgu Services M. Manual Option Features N. Vulnerability Assessment And Penetration Testing (vapt) & Information Security Management System (isms) Recognition By Department Of Information And Communications Technology (dict) O. Training (user, Coding & Maintenance) & Source Code Tum-over P. The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are As Follows: Criteria Weights Applicable Experience Of The Consulting Firm 50% Qualifications Of Principal And Key Staff Of The Consultant Who May Be Assigned To The Job Vis-a-vis Extent And Complexity Of The Undertaking 30% Current Workload Relative To Capacity 20% 5.1 The Consultancy Firm Must Be Engaged In The Business Of Developing, Installing, And Operating Unified Software Application Systems, Software Development, And/or Supply Of Information Technology – Related Goods And Services For Utilization Of Local Government Units As Per Their Dti Or Sec Filing For At Least Five (5) Years And Operating For The Same Period. 5.2 The Consultancy Firm Must Also Have Implemented A Similar Zone Mapping & Management And Web Application Project For A Major City Within The Last Three (3) Years And Implemented A Public Or Private Project With A Single Completed Contract Amounting To At Least Fifty Percent (50%) Of The Abc For Projects Of Similar Nature. 5.3 The Consultancy Firm Must Also Be Duly Certified Under The National Privacy Commission And Possess The Necessary Documentary Proof Evidencing The Same. 5.4 The Consultancy Firm Must Be Comprised Of The Following Staff Personnel With Experience In Software Development, Zone Mapping & Management, And Web Application Project For A Highly Urbanized City Or Other Similar Cities: I. Overall Program Manager Ii. Senior Web Development Project Manager Iii. Google Cloud Platform Server Administrator Iv. Web Security Engineer V. Quality Assurance And Testing Staff 5.5 The Consultancy Firm Must Also Have A Headcount Of Software Developers At Its Disposal. 5.6 The Consultancy Firm Must Have The Technical Capability To Deliver All The Expected Outputs Enumerated In The Terms Of Reference (tor). Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non¬discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 6. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe) Procedure.
